Available in PDF, EPUB and Kindle. Book excerpt: Increasing labour market flexibility is at the top of the European agenda. A new and challenging view is a lack of mobility in the labour market may arise from rigidities in the housing market. The research in this book has been inspired by the intriguing hypothesis put forward by Andrew Oswald that homeownership may be a hindrance to the smooth working of the labour markets, as homeowners tend to be less willing to accept jobs outside their own region. This book brings together leading economists from across Europe to analyse the interaction between housing markets and labour markets. In the EU homeownership rates have been on the increase, often as a result of government policies, making the barriers that homeownership creates in terms of labour mobility increasingly important. This book shows on the one hand, at the individual level, that homeownership limits the likelihood of becoming unemployed and increases the probability of finding a job once unemployed. On the other hand, the transaction costs inherent in the housing market and homeownership hamper job-to-job changes and increase unemployment at the country level. This insight provides a clear policy message to European policymakers: reform in the housing market, aimed at lowering transaction costs and providing less generous subsidies for homeowners could be an effective instrument for reducing unemployment and improving labour market flexibility.

Available in PDF, EPUB and Kindle. Book excerpt: What can be done to create more and better jobs in Europe and Central Asia? And should there be specific policies to help workers access those jobs? The authors of this book examine these questions through the lens of two contextual factors: the legacy of centralized planned economies and the mounting demographic pressures associated with rapid aging in some countries and soaring numbers of youth entering the workforce in others. The authors find the following: Market reforms pay off, albeit with a lag, in terms of jobs and productivity. A small fraction of superstar high-growth firms accounts for most of the new jobs created in the region. Skills gaps hinder employment prospects, especially of youth and older workers, because of the inadequate response by the education and training systems to changes in the demand for skills. Employment is hindered by high implicit taxes on formal work and barriers that affect especially women, minorities, youth, and older workers. Low internal labor mobility prevents labor relocation to places with greater job creation potential. Back to Work: Growing with Jobs in Europe and Central Asia asserts that to get more people back to work and to grow with jobs, countries, especially late reformers, need to regain the momentum for economic and institutional reforms that existed before the economic crisis. They should lay the fundamentals to create jobs for all workers, by pushing reforms to create the enabling environment for existing firms to grow, become more productive, or exit the market and let new firms emerge and succeed (or fail fast and cheap). They should also implement policies to support workers so that those workers are prepared to take on the new jobs being created, by having the right skills and incentives, unhindered access to work, and being ready to relocate.

Book excerpt: What is the political allure, value and currency of emotions within contemporary cultures of governance? What does it mean to govern more humanely? Since the emergence of an emotional turn in human geography over the last decade, the notion that our emotions matter in understanding an array of social practices, spatial formations and aspects of everyday life is no longer seen as controversial. This book brings recent developments in emotional geography into dialogue with social policy concerns and contemporary issues of governance. It sets the intellectual scene for research into the geographical dimensions of the emotionalized states of the citizen, policy maker and public service worker, and highlights new research on the emotional forms of governance which now characterise public life. An international range of empirical field studies are used to examine issues of regulation, modification, governance and potential manipulation of emotional affects, professional and personal identities and political technologies. Contributors provide analysis of the role of emotional entanglements in policy strategy, policy implementation, service delivery, citizenship and participation as well as considering the emotional nature of the research process itself. It will be of interest to researchers and students within social policy, human geography, politics and related disciplines.

The main policy challenge is to restore growth and manage downside risks while allowing for an orderly adjustment of private sector balance sheets. A focus on medium-term objectives will cement policy credibility and mitigate uncertainty. The financial system must reduce its dependence on wholesale financing, and banks reliant on public sector support need to wind down this support. Reforms in the labor markets and human capital will be important in safeguarding the economy’s growth potential.
