Given the current challenges facing governments and their programs, the oversight provided through auditing is more critical than ever. Government auditing provides the objective analysis and information needed to make the decisions necessary to help create a better future. The professional standards presented in this 2018 revision of Government Auditing Standards (known as the Yellow Book) provide a framework for performing high-quality audit work with competence, integrity, objectivity, and independence to provide accountability and to help improve government operations and services. These standards, commonly referred to as generally accepted government auditing standards (GAGAS), provide the foundation for government auditors to lead by example in the areas of independence, transparency, accountability, and quality through the audit process. This revision contains major changes from, and supersedes, the 2011 revision.

Book Synopsis Improving the Speed and Quality of Asylum Decisions by : Great Britain. Parliament. House of Commons. Committee of Public Accounts
Download or read book Improving the Speed and Quality of Asylum Decisions written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2005 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: The numbers of people seeking asylum in the UK peaked between 1999 and 2002, before almost halving in 2003. The high levels in applications led to a large backlog of cases awaiting an initial decision and subsequently an increased volume of appeals. The Immigration and Nationality Directorate spent £1.86 billion on its operations in 2002-03, including £1.07 billion in supporting asylum applicants. In the same year, the Immigration Appellate Authority spent £101 million on dealing with appeals from immigration and asylum cases. Following on from a NAO report on this topic (HCP 535, session 2003-04; ISBN 0102928495) published in June 2004, the Committees report examines the progress made in tackling the influx of asylum applications and in improving the timeliness and quality of decision-making. Findings include that the Home Office should balance additional administrative costs involved in increasing staff and infrastructure resourcing to meet surges in demand, against the extra costs arising if backlogs are allowed to accumulate; and fast-tracking procedures should be expanded, with a more demanding joint target set for the Directorate and Appellate Authority for time taken to process cases and reach a decision at appeal stage.

Book Synopsis Improving Patient Care by Reducing the Risk of Hospital Acquired Infection by : Great Britain: Parliament: House of Commons: Committee of Public Accounts
Download or read book Improving Patient Care by Reducing the Risk of Hospital Acquired Infection written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2005-06-23 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: The best available estimates suggest that annually there are at least 300,000 cases of hospital acquired infection, causing 5,000 deaths and costing the NHS £1 billion. This report follows on from a report by the Comptroller and Auditor General ( HC 876 2003-04, ISBN 0102929157) and examines the progress made by the Department of Health and NHS trusts in reducing the risks. It looks at three main areas: the extent and impact of hospital acquired infection; improving knowledge of and compliance with good infection control practice; improving infection control systems and management processes. The conclusion is that progress has been patchy, with a lack of urgency on several key issues such as ward cleanliness and hand hygiene. Progress has also been hampered by a lack of data, a national mandatory surveillance programme and evidence of the effectiveness of different intervention strategies

Book Synopsis Increasing Professionalism in Public Finance Management by : Sarah Jane Squire
Download or read book Increasing Professionalism in Public Finance Management written by Sarah Jane Squire and published by World Bank Publications. This book was released on 2016-11-14 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: In countries such as the United Kingdom, the need to manage fi nances in a professional manner has been hampered by the severe fi scal constraints of the 2008 fi nancial crisis. These pressures are likely to persist in the long term as a result of an aging population and rising public expectations of the quality of public services. Whereas much attention has been paid to technical reforms to improve budgeting, expenditure control, accounting, and auditing, less attention has been given to the process of developing skilled financial managers, whose expertise is key to sustained improvement in the management of public finances. Successive governments in the United Kingdom have recognized the need to strengthen professionalism in financial management, but the financial crisis gave an additional impetus for change. This change has been refl ected in policy statements, changes in recruitment and human resource management practices, and the development of professional networks in accounting, audit, procurement, and project management. Increasing Professionalism in Public Finance Management: A Case Study of the United Kingdom describes the journey from a civil service where generalist skills were overwhelmingly preferred toward one where professional technical skills in finance are recognized and valued. This book represents one of a number of country case studies aimed at sharing information about alternative paths and models to help developing countries seeking to strengthen public fi nancial management skills on a long-term sustainable basis. This book will be of importance to public policy makers and public practitioners looking for ways to improve the quality of public sector management and to a range of professional finance/ management bodies looking to strengthen their relevance to the government sector.
