Book excerpt: The federal Improving Teacher Quality State Grants Program--Title II-A of the No Child Left Behind Act of 2001--provides funding for partnerships between Institutions of Higher Education (IHEs) and Local Education Agencies (LEAs) to support professional development for teachers. The California Postsecondary Education Commission (CPEC) administers about $8 million in federal funds each year. The Commission has recently completed a Request for Applications to award the next cycle of grants. As a result, eight projects were funded for a four-year period ending September 30, 2009. This program has been an important and successful part of CPEC's work for more than 20 years, and continues to play an important role in teacher professional development in California. This paper reviews the Commission's Request for Proposal process and identifies the rationale leading to the selection of the eight projects. Book excerpt: This brief report provides an update on the status of the Commission's Improving Teacher Quality (ITQ) Program, now in the midst of its 2008 competition to provide teacher professional development grants to California colleges and universities. The 2008 Request for Proposals was released in early March. Technical assistance meetings to explain the specifics of this year's initiative to potential proposers were held in early April in Sacramento and in Orange County. The initiative targets the achievement gap in elementary schools. It requires proposers to use a whole-school approach and develop teacher leaders who can help turn around failing schools. A total of 30 proposals were received by the Commission's May 13 deadline. The proposals are now being reviewed by three panels of readers. Additionally, in mid-April, a team of representatives from the U.S. Department of Education visited the Commission as part of their periodic program monitoring of Title II-A programs. The team spent most of its time in California visiting school districts in the Los Angeles area and meeting with California Department of Education (CDE) Title II staff. At the conclusion of the meeting, the team requested that the Commission staff improve its monitoring protocols, with a greater assurance that each project receives at least one visit or desk review each year. Lastly, ITQ Program Administrator Karen Humphrey was recently invited to a meeting of the Deans of Schools of Education from all teacher training institutions in California. State Superintendent of Public Instruction Jack O'Connell has invited the deans to meet annually to discuss teacher preparation issues. The meeting focused on culturally competent pedagogy and on addressing the needs of English learners--two topics closely linked with the achievement gap seen among California's students.

CPEC held competitions for two separate initiatives for the 2009 grant cycle: Closing the Achievement Gap in Middle Schools and the Teacher-Based Reform (T-BAR) Pilot Program. This report presents the 2009 Closing the Achievement Gap grantees with their respective partnership efforts and plans.

The Improving Teacher Quality State Grants Program provides federal funds from the No Child Left Behind Act of 2001 to universities that are leaders in teacher professional development. A total of 22 individual grants and two master grants are in various stages in large and small school districts from San Diego to Eureka. Three projects funded in 2001 have concluded large-scale professional development but continue to build sustainable activities. These projects have been provided small amounts of additional funding beyond the fourth year and are working to identify how the projects will continue after funding ceases. This will be the last year the Commission's ITQ program provides funding to these projects. Upcoming activities of the Commission are also discussed in this paper.

Book excerpt: This item provides an overview of projects in California's current portfolio of K-12 teacher professional development activities funded under the federal Dwight D. Eisenhower Professional State Grant and the Improving Teacher Quality (ITQ) State Grant Programs. Under the two federal initiatives, since 1986 the Commission has received approximately $68 million to award grants to various educational agencies to provide training to prospective, new, and veteran K-12 teachers. The training focuses on improving subject matter content knowledge and pedagogical skills in mathematics, science, reading, history, economics, foreign language, and civics. Congress originally authorized K-12 professional development state grant programs in 1984 under Title II of the Education for Economic Security Act (EESA) (Public Law 98-377). The first program was designed to improve instruction in elementary and secondary mathematics, science, and foreign languages. In 1989, under the reauthorized federal Elementary and Secondary Act of 1965 (ESEA), the emphasis on professional development was continued and Congress authorized the program as the Dwight D. Eisenhower Mathematics and Science Education State Grant Program (Public Law 100-297). The Eisenhower Program focused on mathematics and science instruction. In 1994, the Eisenhower Program was continued under the reauthorized ESEA, Improving America's School Act (Public Law 103-382), and included mathematics, science, reading, arts, civics and government, economics, English, foreign languages, geography, and history.
