Book excerpt: Even a cursory review of the literature on secondary school reform makes a compelling case for why Iowa's secondary schools need to change. Experts agree that all youth will need to leave high school capable of taking advantage of post-secondary educational opportunities if they are to expect "economic success--even survival--in an economy where the exchange of information dominates the world of work" ("On Course for Success," 2004, p. 1). Information from the U.S. Department of Labor (2003) shows dramatic financial benefits gained through graduation from college, with college graduates earning nearly twice as much as those with only high school degrees and being much more likely to find employment and adapt to the changing workforce. Even those with associate degrees can expect to earn at least 20 percent more than their peers with only high school diplomas. Problems with engagement and post-secondary education point to a clear need to reconsider not only what is taught in Iowa's high schools, but also how it is taught. One response debated by many districts in Iowa is to increase graduation requirements. Efforts to improve teaching and learning in secondary schools are rife in the literature and have involved nearly all aspects of schooling. Three widely agreed upon principles have been demonstrated to create rigorous learning experiences: (1) good teaching is central to improving achievement; (2) teachers must identify rigorous, well-defined curriculum standards, benchmarks, and corresponding assessments; and (3) all stakeholders must hold high expectations for student performance. Since the release of "A Nation At Risk" (National Commission on Excellence in Education, 1983) the debate about the quality of America's schools has grown exponentially. This debate calls for dramatically different schools, schools that are much more responsive to student need, and provide a rigorous curriculum that prepares students for success in higher education and the workplace. Adoption of No Child Left Behind in 2001 raised the debate to a new level. For the first time, schools would be held accountable for the achievement of every student, not just the most capable. Throughout the nation the 3 R's--Rigor, Relevance and Relationships--are now accepted as necessary characteristics of schools. Many states have adopted the 3 R's model as a requirement for school improvement efforts. The High School Alliance, a partnership of 50 organizations committed to high academic achievement, released a pair of reports examining rigor in American high schools (2006a; 2006b). They identified four core principles of a school with a rigorous program: (1) Minimum graduation requirements that prepare students for college; (2) High level content and instruction; (3) Wide range of supports for students to help them succeed; and (4) Alignment of requirements with post-secondary education and work. Most importantly, the Alliance said that having a rigorous course title was not sufficient. "Efforts to increase rigor also require careful examination of course content to ensure it is at an appropriately high level, and teaches students higher order thinking skills" (High School Alliance, 2006b, p. 3). Other efforts recommended by the Alliance include improved guidance and counseling, individualization and personalization; academic supports for struggling students and substantial investment in professional development and other teacher supports. Several ways that principals could work collaboratively with teachers and community to improve their schools are presented.

Book excerpt: High school students in the United States have been taking more challenging courses in recent years, but academic achievement has been stagnant. At the heart of the matter is the quality of curriculum, instruction, and assessment. Some courses tend to be more challenging in name than in practice. High schools also have a history of autonomy that inhibits the coordination of curriculum and the development of a common knowledge base for teachers. To improve the consistency and rigor of high school instruction, the National Governors Association Center for Best Practices (NGA Center) partnered with ACT, Inc. on a pilot project in Mississippi, Oklahoma, and Pennsylvania. ACT trained 98 teachers in 18 high schools on how to use state-of-the-art curriculum units and new instructional methods that were integrated with a system of assessments. The project focused on 10th grade courses (English language arts, geometry, and biology) and aimed to prepare more high school graduates for the demands of higher education and the workplace. The pilot project found strong indication that when high school courses are well-aligned to academic standards, growth in achievement occurs. The project also found a relationship between the level of implementation and achievement. The top implementing schools (teachers who attended all of the professional development and used the ACT units and assessments) made the greatest achievement gains. However, full implementation of the rigorous curriculum and assessment system was hard to achieve. Teachers need more assistance with blending rigorous instruction and new assessment practices. Additionally, school leadership must secure planning time to help teachers use new assessments effectively and efficiently. Project results suggest that states should consider three policies to increase the consistency and rigor of high school courses: (1) Ensure that high school courses are well-aligned to challenging academic standards and that course expectations are more consistent: (2) Include end-of-course exams in a comprehensive assessment system. Such systems can signal to students what it means to be ready for college entry and success; and (3) Provide teachers extended professional development to learn how to integrate new instructional methods with new assessment practices.
