Available in PDF, EPUB and Kindle. Book excerpt: The objective of this study was to examine traffic control for night work zones from the perspective of both agencies and motorists. This was accomplished by investigating practices of state departments of transportation, identifying the problems associated with traffic control for night work zones, and identifying potential strategies to resolve them. Reduced visibility, driver impairment or inattention, inadequate lighting, and difficulty in maintaining traffic control devices are common problems identified with night work zones based on surveys of state departments of transportation and residencies within the Virginia Department of Transportation. Having police present, making workers more visible, using drums in the taper, maintaining traffic control devices, and providing adequate lighting were common solutions. Based on the review of work zones, traffic control for night work zones is generally adequate. Common problem areas were properly establishing work zones based in accordance with the Virginia Work Area Protection Manual, maintaining the traffic control devices, and properly aiming and aligning lighting to avoid glare. Although there is a perception that night work zones are less safe than daytime work zones, evidence to substantiate this perception, such as higher accident rates, was not available because of a lack of accurate traffic exposure data. Based on a limited amount of data, there was no evidence of the perceived higher speeds at night.

Book excerpt: The increased demand on the current highway system has caused transportation agencies to increase scheduling for nighttime work in order to alleviate daytime work zone congestion, especially during peak traffic hours. Although traffic congestion is reduced, safety in nighttime workzones remains a concern among both transportation agencies and contractors. According to the Federal Highway Administration (FHWA), approximately one-half of the fatalities that occurred in workzones nationwide occurred at night. These work zone statistics have received increased attention among agencies to evaluate planning and safety issues concerning the workers and the general public on nighttime workzones. Four separate, but interrelated research studies were conducted between September 2005 - May 2007 to address safety issues in nighttime construction and maintenance projects on highways in Indiana. The first study investigated owner and contractor safety management planning for nighttime construction and maintenance operations, while the second study investigated traffic control planning and implementation procedures for nighttime construction and maintenance operations. The third study investigated the effectiveness of speed control measures on nighttime construction and maintenance projects and the fourth study evaluated the effectiveness of high-visibility personal protective equipment practices.

Book excerpt: "TRB's National Cooperative Highway Research Program (NCHRP) Report 726: A Guidebook for Nighttime Construction: Impacts on Safety, Quality, and Productivity provides suggested guidance on the conduct of nighttime highway construction and maintenance operations. These guidelines are based on best practices and strategies for nighttime operations that relate to the personnel and traveling public safety and the quality of the as-built facility. The guide also addresses work-zone risk analysis planning and implementation, construction nuisances to both neighbors and workers, and work-zone illumination methods."--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: Information from driver studies performed during the first year of the project identified several features and conditions that created confusion and anxiety in traversing the work zone. Many of these conditions represented deficiencies in the work zone traffic control from the standpoint of positive guidance principles. This report describes the efforts to tailor the application of positive guidance procedures to work zone traffic control installations reviews. Four key steps, hazard visibility assessment, expectancy violation determination, information load analysis, and information needs specification, are described in the context of traffic control at potentially complex work zones. A methodology is presented for applying these steps in a field review process to be performed as part of the work zone traffic control installation process.

Book Synopsis Benefits and Safety Impact of Night Work-zone Activities by : F. D. Shepard
Download or read book Benefits and Safety Impact of Night Work-zone Activities written by F. D. Shepard and published by . This book was released on 1984 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: Through a literature review and discussions with highway and transportation officials in several states, information was obtained on questions and concerns relating to the planning, safety, and traffic control aspects of night maintenance and construction activities and their advantages and disadvantages. The information obtained was used to develop general guidelines on when and how maintenance and construction work should be performed at night. The report presents case studies illustrating the activities required in different types of night maintenance and construction activities. Although there are many potential disadvantages of working at night, it is believed that through the experience that has been gained and proper planning and special concern for workmen and motorist safety, the night alternative is feasible for selected work.
Book Synopsis Best Practices for Work Zone Safety During Traffic Control Placement, Removal, and Modification - Phase I by : John Anthony Gambatese
Download or read book Best Practices for Work Zone Safety During Traffic Control Placement, Removal, and Modification - Phase I written by John Anthony Gambatese and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Studies have shown that drivers are at a higher risk of being involved in a crash when travelling through a work zone compared to normal driving conditions. Research further suggests that the crashes that occur in work zones are, on average, more severe than crashes that occur outside of work zones. The periods while temporary traffic control is being set-up, removed, or modified are also especially concerning given the exposure of the workers to traffic and the transition in the driving environment. This study aims to investigate the safety hazards and risk present during set-up, removal, and modification of temporary traffic control on high-speed roadways, and identify potential practices for improving safety during the traffic control deployment and removal processes. To date, the researchers have performed a comprehensive literature review on the study topic and conducted a survey of state department of transportation and highway construction contractor personnel. The results reveal a lack of a standard process/procedure and detailed guidance for setting up and removing traffic control. The survey results expose steps in the process that pose high risk to workers and motorists, such as when the traffic control is being placed to initially set the taper to close a lane. This document is an interim report that describes the study results to date and provides a proposed methodology for the remaining study tasks.
