Book excerpt: Protection of coastal waters from direct pollution by coastal cities is a vital task in preserving marine ecosystems and promoting human health. This book, edited by two leading experts on wastewater management for coastal cities, delves deeply into the ecological and oceanographic fundamentals that are essential for understanding of what happens to wastes discharged into the nearshore marine environment. It explains the requirements for rational engineering design and operation of the physical and institutional components of coastal city wastewater management, and it provides guidelines for hydraulic design, ocean outfall construction, monitoring, cost recovery, and other economic aspects. Case studies are included, drawn from the editors' worldwide field experience.

The resulting flood of wastewater, stormwater, and pollutants discharged into coastal waters is a major concern. This book offers a well-delineated approach to integrated coastal management beginning with wastewater and stormwater control. The committee presents an overview of current management practices and problems. The core of the volume is a detailed model for integrated coastal management, offering basic principles and methods, a direction for moving from general concerns to day-to-day activities, specific steps from goal setting through monitoring performance, and a base of scientific and technical information. Success stories from the Chesapeake and Santa Monica bays are included. The volume discusses potential barriers to integrated coastal management and how they may be overcome and suggests steps for introducing this concept into current programs and legislation. This practical volume will be important to anyone concerned about management of coastal waters: policymakers, resource and municipal managers, environmental professionals, concerned community groups, and researchers, as well as faculty and students in environmental studies.

Managing them well helps development. Strengthening municipal management of planning, finance, and service provision has been at the core of World Bank support through municipal development projects (MDPs). This book reviews how, worldwide, nearly 3,000 municipalities have benefitted from 190 World Bank-supported MDPs over the past decade, three quarters of which achieved satisfactory outcomes. The finance dimension of MDPs computerized accounting, revenue generation, and municipal credit produced some of the best results, but weaker outcomes came from attempts to stimulate private finance of municipal services. City planning, used by municipalities worldwide, was not a strong priority for MDPs. But building municipal information systems, for example in Chile, were successful. Monitoring and evaluation rarely worked well, except when municipalities themselves were convinced of its usefulness, such as in Russia, Tunisia, and Colombia. Results in managing service provision were mixed. The poverty focus of MDPs was strikingly weak across the portfolio. Cost-benefit analysis rarely prioritized municipal investments. But MDPs helped municipalities strengthen their procurement function. MDPs helped municipalities manage services more effectively. Better results still can come from a stronger poverty focus, more attention to planning and prioritizating investments, and more effective operation and maintenance of such investments.

This book was released on 2019-08-14 with total page 191 pages. Available in PDF, EPUB and Kindle. Book excerpt: The protection of water resources from deterioration in quality by pollution discharges is probably the biggest challenge in sustainable water resources management in the recent decades. In practice, most countries have adopted pollution control strategies and measures which are based on ‘end-of-pipe’ solutions: wastewater treatment plants and adjustments to the regulations, including taxes for wastewater discharges (Conventional Strategy). Although this approach involves very high costs, on many occasions, this strategy has been a complete failure. The research described in this book contribute to the development of sustainable solutions for the previously outlined problem. It was based on the validation of the Three-Step Strategic Approach concept (3-SSA), which includes: 1) prevention or minimisation of waste production; 2) treatment aimed at recovery and reuse of waste components, and 3) disposal of remaining waste with stimulation of natural self-purification of the receiving water body. The study showed overall positive effects of the 3-SSA, in comparison of Conventional Strategy, on wastewater management in the Upper Basin (389 km) of the Cauca river, the second most important river in Colombia. The Cost Benefit Analysis clearly favoured the 3-SSA, generating a major impact on the river water quality at lower cost compared to the Conventional Strategy.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last decade the concept of clustering has become a central idea for analyzing the competitiveness of nations, industries and firms. This book shows how the cluster concept can be usefully applied to the study of maritime activities. Such activities, including shipping, shipbuilding and port and maritime services, are clearly geographically concentrated in a number of maritime clusters. However, as the author shows, these are having to compete with other uses of the coasts and oceans including capture fisheries, marine aquaculture, offshore energy and tourism. Sound governance and planning is therefore required to manage the competing claims for ocean space. The book shows how competing industries and other stakeholders can cooperate and benefit from an integrated approach to the development of maritime clusters. The contribution of approaches such as integrated coastal zone management and innovations such as ocean business councils, as well as coordinated networks of maritime clusters are reviewed. Case studies are included from around the world, including detailed examples of the development of the Nelson Mandela Bay Maritime Cluster in South Africa and from Poland in the Baltic Sea.
