Book excerpt: The Local Government Development Framework (LGDF) is a local governance performance measurement and monitoring tool based on government-citizen collaboration. Developed by RTI International, the LGDF provides for the establishment of demand-driven benchmarks and participatory assessments for the improvement of local governance, service delivery in particular. The paper presents the development-project origins of the LGDF beginning in the 1980s, comparatively examines LGDF’s strengths and weaknesses, and provides a step-by-step discussion of its utilization. Four developing countries in which the LGDF has been applied serve as examples. The LGDF involves, first, the establishment of performance benchmarks for the priority functions of the local government. Second, local officials and community stakeholders come together to collaboratively assess and score progress toward achieving the benchmarks. Third, local officials working with stakeholders develop action plans for achieving priority objectives. Finally, the process is regularly repeated to identify areas of improvement and future capacity-building needs. Successful implementation of the LGDF, we conclude, requires leadership, well-aligned political incentives, proper design and implementation, and dedication to the process. Yet it has withstood the test of time and proven to be an effective tool for bringing government together with the community to achieve local development objectives.

This publication examines some of the most important current conceptual frameworks and initiatives related to poverty reduction and identifies approaches taken by major international and bilateral organisations. It goes on to explore the conceptual dimensions of poverty and local governance, and the comparative advantages of decentralised governance in tackling poverty. It argues that greater involvement of local populations in decision-making processes may contribute to significant poverty reduction.

Available in PDF, EPUB and Kindle. Book excerpt: The primary purpose of this edited collection is to evaluate critically the relationship between local government and national economic development. It focuses on how the relationship between local government and development is structured, and the specific institutional arrangements at national and subnational levels that might facilitate local government's assumption of the role of development agent. In light of the contradictory outcomes of development and implied experimentation with new modalities, post-development discourse provides a useful explanatory framework for the book. Schoburgh, Martin and Gatchair's central argument is that the pursuit of national developmental goals is given a sustainable foundation when development planning and strategies take into account elements that have the potential to determine the rate of social transformation. Their emphasis on localism establishes a clear link between local government and local economic development in the context of developing countries.

Book excerpt: This book discusses the significance of local governments in public healthcare systems in developing countries, particularly India. It considers a new model of public health delivery system in the Indian state of Kerala, which is unique in achieving a fairly high level of human and social development with a relatively low level of economic development. Unlike most Indian states, Kerala has devolved the control of health service management to local governments, though the state government still has administrative powers, resulting in a system of dual responsibilities. Transfer of public health control from state government to local governments has seen an increase in the participation of the local community in public health delivery management. Based on a field study conducted in Keralan districts, this book explains the scope for mobilising local resources for the implementation of public health projects under local government, discussing a unique model of co-production between the government and civil society that can improve health services, efficiency and equity, leading to better health outcomes. As such, this study will be of interest to scholars and practitioners in the areas of health, local governance and decentralised planning.

Available in PDF, EPUB and Kindle. Book excerpt: Dissatisfied with centralized approaches to delivering local public services, a large number of countries are decentralizing responsibility for these services to lower-level, locally elected governments. The results have been mixed. The paper provides a framework for evaluating the benefits and costs, in terms of service delivery, of different approaches to decentralization, based on relationships of accountability between different actors in the delivery chain. Moving from a model of central provision to that of decentralization to local governments introduces a new relationship of accountability-between national and local policymakers-while altering existing relationships, such as that between citizens and elected politicians. Only by examining how these relationships change can we understand why decentralization can, and sometimes cannot, lead to better service delivery. In particular, the various instruments of decentralization-fiscal, administrative, regulatory, market, and financial-can affect the incentives facing service providers, even though they relate only to local policymakers. Likewise, and perhaps more significantly, the incentives facing local and national politicians can have a profound effect on the provision of local services. Finally, the process of implementing decentralization can be as important as the design of the system in influencing service delivery outcomes.

Book excerpt: Communities need a holistic approach to address the problems that affect the people at the grass root. The planning of the direct beneficiaries involves decentralization in order to allow the lower power centers to widely take part in the development of society. Concerns of the grass root people form the need for decentralization and local governance. People’s involvement in the planning on the village level and all local government units, makes the identification and solving of the problem easier. High participatory levels of all the people especially the marginalized, encourages innovation to source for the appropriate solutions to the common problems that face society. It therefore calls a decentralized system that caters for the voters’ preferences while providing for their services. The people’s concerns call for local planning and the transfer of power to the public so that services are brought nearer to the people. This study will cover the aspects of local government and decentralization such as good governance, democratization, civil society, deconcentration, devolution and delegation, and its relation to the development of societies.

Book excerpt: Master's Thesis from the year 2007 in the subject Politics - International Politics - Topic: Development Politics, grade: 60-70%, University of Manchester (Institute of Development Politics and Management (IDPM)), course: Development Management, language: English, abstract: The dissertation critically discusses the partnership between local governments and 'Southern' NGOs (meaning local NGOs in developing countries), specifically looking at the effects that a close cooperation can have on the poor. Through the analysis of the key literature and selected case studies the argument is developed that fostering a certain type of partnership under favourable conditions may contribute to poverty reduction efforts in a local context. The paper examines the interaction between the two actors in the decision-making and implementation process of public policies, mainly drawing on the concept of good local governance. Here, ideas of decentralisation and civil society play an important role and nowadays often constitute an integral part of poverty reduction programmes in developing countries. The first chapter of the dissertation focuses on this linkage between local governance (including NGO participation) and improvements in public policy outcomes for local communities. Subsequently, different types of partnership between local governments and NGOs are presented and the assumed ideal-type for poverty reduction is pointed out. Specific case studies from Latin America, Sub-Saharan Africa and South-East Asia are applied. These provide the basis for the last chapter, addressing the question of how close the cooperation between local authorities and NGOs should be in order to achieve pro-poor outcomes in local communities.

Book excerpt: RTI International has extensive experience implementing international donor-funded programs and projects, including single-sector and multisector policy and service-delivery improvement efforts, as well as governance and public management reforms. Drawing on that experience, this collection examines six recent RTI International projects, funded mostly by the United States Agency for International Development, that pursued several different paths to integrating service delivery and governance through engaging citizens, public officials, and service providers on issues related to accountability and sectoral services. The six cases illustrate the multiple ways in which citizen participation in accountability, called social accountability, can lead to positive effects on governance, citizen empowerment, and service delivery. The analysis focuses on both the intended and actual effects, and unpacks the influence of context on implementation and the outcomes achieved.

Book excerpt: This book examines three vital issues in urbanization and democratization: the institutional structures and processes of urban local governance to improve access to urban services; their outcomes in relation to low-income groups’ access to services, citizen participation in local governance, accountability of local leaders and officials, and transparency in local governance; and the factors that influence access to urban services, especially for the poor and marginalized groups. Further, it describes decentralization policies, views of the residents of slums on the effectiveness of government programs, and innovations in inclusive local governance and access to urban services.
