Available in PDF, EPUB and Kindle. Book excerpt: Nothing is more important to a new, fragile or developing nation than developing the capacity of its government to support national well-being. Every society is complex; every government is complex. Yet, well-intentioned international development aid, born in an era of infrastructure projects, continues to apply simplistic technical solutions to these wickedly complex development problems. It's an outside-in approach that rarely succeeds, even by the development industry's own admission. But out there, amongst the billions of dollars of failed interventions, there are bright spots of success places where capacity is harnessed, not just for today, but for tomorrow, too. What is working so well? Drawing on research, practical experience, and stories of success, Jim Armstrong explores these emerging approaches.

Book excerpt: Marine environments support the livelihoods, economies, and quality of life for communities around the world. But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

Book excerpt: The perspective that informs this important book is that every evaluation of a capacity development effort should itself contribute to the capacity development effort and ultimately to the organization’s performance. This is a revolutionary idea in evaluation. With the idea have come the questions: Can it be done? And, if it is done, what will be the consequences? This book elucidates and deepens the idea, shows it can be done, and examines the consequences, both intended and unintended, of engaging in capacity development evaluation

Available in PDF, EPUB and Kindle. Book excerpt: This book contributes to our understanding of a neglected and poorly-understood concept within the development field: ‘capacity development’ in the context of human and organisational sustainable development. Relating ‘capacity development’ to other perspectives in development thinking and practice and giving an account of the concept’s genesis, the book introduces readers to recent empirical research initiatives that help to elucidate the concepts of capacity, capacity development, and capacity management. While capacity development initiatives and programmes have been used by most international and national agencies over the course of the last five decades, the term means different things to different people and especially to different major players in the international community. This weakens its effectiveness. This book therefore strives first of all to set ground rules that can be utilised by international aid providers such as UNDP, OECD, World Bank, and CIDA and practitioners alike.

Book excerpt: Third Edition of Practitioners' Handbook for Capacity Development: A Cross-Cultural Approach explores an innovative approach to capacity development (CD) in the context of international aid. The book re-defines capacity development as a cross cultural interaction. It provides frameworks and approaches for those involved in CD processes internationally. Practitioners and their partners are encouraged to build mutual understanding about the connection between cultural values and the existence, nature and development of capacity. This departure from previous functional approaches to CD activities will increase chances of success and sustainability in developing country contexts.Who is it for? Those involved in development work with people from other cultures, such as aid program managers and implementers, advisers, project staff, researchers and volunteers will find this book useful.

But real-life practice is poorly understood and undervalued as a distinct professional domain. Written by practitioners, this innovative publication is designed to make capacity development more professional and increasingly effective in achieving development goals. Practical illustrations draw on experiences from the civic, government and private sectors. A central theme is to understand capacity as more than something internal to organisations. This book shows how capacity also stems from connections between different types of actor and the levels in society at which they operate. The content is crafted for a broad audience of practitioners in capacity development: consultants, managers, front-line workers, trainers, facilitators, leaders, advisors, programme staff, activists, and funding agencies. Book excerpt: Capacity Development (CD), comprising technical assistance and training, fosters economic development by improving human capital and institutions in member countries. Every five years, the IMF reviews its CD Strategy to ensure that CD continues to be of high quality and well-focused on the needs of its members. This review calls for CD to become more flexible, integrated with the Fund’s policy advice and lending, and tailored to respond to member needs. The review benefitted from the recent independent evaluation of the Fund’s CD and a wide range of inputs, including internal and external consultations, surveys of recipients and development partners, staff background studies and recommendations of an External Advisory Group. The vision for CD is informed by the Fund’s comparative advantages and surveillance priorities. The proposals of the current review center around the six key areas: (1) strengthening CD prioritization and integration; (2) enhancing the funding model; (3) strengthening monitoring and evaluation; (4) modernizing modalities; (5) enhancing field presence; and (5) strengthening human resources policies for staff working on CD.

Book excerpt: The third and final in a series, this text bridges the conceptual foundations of capacity development and the difficulties and practical realities in the field. It demystifies the process of capacity development to make it more user-friendly. The book has two parts. The first shows how long-standing development dilemmas can be turned into opportunities for capacity development and societal transformation. It proposes a set of principles to guide the search for context-specific approaches as the norm, and based on these default principles the authors explore relevant issues in comprehensible stages through a capacity lens. The second part is a compilation of experiences and lessons from around the world, to showcase promising initiatives and innovative solutions. It forms a casebook of insights and good (rather than best) practices on how development stakeholders can turn development dilemmas into opportunities tailored to the needs of their societies.
