Book excerpt: The book presents documentary evidence of the insufficiency of rehabilitation works to close the gap between the irrigation service and actual area irrigated of publicly funded national irrigation systems in the Philippines. It outlines a methodology for formulating a modernisation plan for national irrigation systems with focus on the mostly ungauged, medium to small canal irrigation systems. The proposed methodology adaptively modified some known modernisation concepts and techniques and integrated them in a more holistic framework in the context of changing weather patterns and river flow regimes. It includes in-depth review of rehabilitation works; system diagnosis; revalidation of design assumptions on percolation and water supply; characterisation of system management, irrigation service and demand; and drawing up of options and a vision for the modernised irrigation systems. Central to the proposed modernisation strategy is the logical coherence among the design of physical structures, system operation and water supply so that improvements of irrigation service are possible. The book discusses the development of the proposed methodology and demonstrates its utility in two case study irrigation systems.

Book excerpt: Modernizing irrigation systems in Central Asia could increase the productivity of the irrigation sector to meet growing food and export demand, while also improving farmers’ livelihoods. It could ensure greater irrigation efficiency and crop productivity amid growing water scarcity in the region and deliver cost-effective and reliable irrigation services to farmers. In addition, modernized systems could contribute to national development objectives such as climate resilient economic growth, food security and poverty reduction. This publication, geared to policy-makers, sector managers and technical experts, draws on the findings of a study carried out by an FAO team through the World Bank’s regional assistance programme “Exposure and Practical In-Roads to Modernizing Irrigation in Central Asia”. It is part of the Directions in Investment series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

MASSCOTE is a comprehensive methodology for analysing the modernization of canal operation. The aim is to enable experts to work together with users in determining improved processes for cost-effective service-oriented management. It is based on previous tools and approaches widely used in Asia by FAO in its modernization training programme (rapid appraisal procedures and benchmarking). From diagnosis through the formulation of operational units and the planning of a service (based on the vision agreed upon with the users), MASSCOTE entails a systematic, ten-step, mapping exercise. The accompanying CD-ROMs contain the full document in English, excerpts in French, a draft version in Arabic and Chinese, training presentations and material, and a number of documents and references on irrigation system operation and management [System requirements: PC with Intel Pentium(r) processor and Microsoft(r)Windows 95/98/200/Me/NT/XP; 256 MB of RAM; 50 MB of available hard-disk space; SuperVGA monitor; 256 colours at 1024x768; Adobe Acrobat(r) Reader (not included on CD-ROM)]

Available in PDF, EPUB and Kindle. Book excerpt: Agricultural water management is a vital practice in ensuring reduction, and environmental protection. After decades of successfully expanding irrigation and improving productivity, farmers and managers face an emerging crisis in the form of poorly performing irrigation schemes, slow modernization, declining investment, constrained water availability, and environmental degradation. More and better investments in agricultural water are needed. In response, the World Bank, in conjunction with many partner agencies, has compiled a selection of good experiences that can guide practitioners in the design of quality investments in agricultural water. The messages of 'Shaping the Future of Water for Agriculture: A Sourcebook for Investment in Agricultural Water Management' center around the key challenges to agricultural water management, specifically: - Building policies and incentives - Designing institutional reforms - Investing in irrigation systems improvement and modernization - Investing in groundwater irrigation - Investing in drainage and water quality management - Investing in water management in rainfed agriculture - Investing in agricultural water management in multipurpose operations - Coping with extreme climatic conditions - Assessing the social, economic, and environmental impacts of agricultural water investments 'Shaping the Future of Water for Agriculture' is an important resource for those interested and engaged in development with a focus on agricultural water.

These solutions are based on widely available technology and new management and governance options. The main message of Re-engaging in Agricultural Water Management is that the irrigation and drainage sector should not continue to be dealt with as a standalone sector, but should be integrated into a broader perspective, one that embraces the objectives of productivity growth, poverty reduction, natural resources management and environmental protection."

Book excerpt: Irrigated agriculture and the use of water resources in agriculture face the challenges of sustainable development. Research has advanced our knowledge of water use by crops, soil-water-solutes interactions, and the engineering and managerial tools needed to mobilize, convey, distribute, control and apply water for agricultural production. However, the achievements booked in user practice have revealed the need for new developments in the areas of resource conservation, control of environmental and health impacts, modernisation of technologies and management, economic viability and the social acceptance of changes. The contributions to Sustainability of Irrigated Agriculture cover most of the relevant disciplines. Besides its multidisciplinarity, the different origins, experience, backgrounds and practices of the authors provide a wide, in-depth analysis of the various aspects of water resource utilization in agriculture. The papers review scientific, technical and managerial aspects, highlighting the main problems, issues and future developments. The book covers the different aspects of sustainability, including environmental, technical, economic, institutional and social ones. Advances in irrigation science and engineering are dealt with, both on- and off-farm. Special attention is paid to the different components of water quality management, to the transfer of technology, and to capacity building.

Development of the irrigation sector faces multiple challenges, including water scarcity and degradation, competition over shared resources, and the impact of climate change. Innovations are needed to address these challenges, as well as emerging needs, and to promote productive, equitable and sustainable water management. These guidelines, produced by an inter-agency team, highlight experiences and lessons learned from global irrigation investment operations. They introduce innovative approaches, tools and references, and provide practical guidance on how to incorporate or apply them at each stage of the investment project cycle. The guidelines will be a useful resource for national and international professionals involved in irrigation investment operations.

The chapters in this book are classified under four sections, viz., (i). preliminaries of the canal irrigation systems, (ii) operation of the canal irrigation systems, (iii) maintenance of the canal irrigation systems, and (iv) management of the canal irrigation systems. The preliminaries of the canal irrigation systems include an integrated view of irrigation and agriculture, irrigation management in India: problems, issues, a brief history, and some lessons, irrigation administration, organizational structure for management of irrigated agriculture, and farmers’ participation. The operation of the canal irrigation systems includes the operation of dams and barrages, canal operation, water distribution planning, measurement of flow and sediment in canals, and performance evaluation of the canal irrigation system, use of groundwater in the canal command area. The canal irrigation systems' maintenance includes dams, barrages, related equipment, canals and related structures, field drainage, diagnostic analysis of canal irrigation system, soil and water quality management, soil moisture, and measurement. The management of the canal irrigation systems includes rehabilitation and modernization and a case study on rehabilitation, conjunctive use management, operation, and maintenance budgeting, and financing. The book is expected to be useful for academicians, water practitioners, scientists, water managers, environmentalists, administrators, NGOs, researchers, and students who are actively involved in the operation, maintenance, and management of the canal irrigation system for addressing the challenges being faced in the irrigated agricultural while addressing issues of canal irrigation systems in South East Asia.
