Book excerpt: This Climate Note discusses the rationale, design, and impacts of border carbon adjustments (BCAs), charges on embodied carbon in imports potentially matched by rebates for embodied carbon in exports. Large disparities in carbon pricing between countries is raising concerns about competitiveness and emissions leakage, and BCAs are a potentially effective instrument for addressing such concerns. Design details are critical, however. For example, limiting coverage of the BCA to energy-intensive, trade-exposed industries facilitates administration, and initially benchmarking BCAs on domestic emissions intensities would help ease the transition for emissions-intensive trading partners. It is also important to consider how to apply BCAs across countries with different approaches to emissions mitigation. BCAs are challenging because they pose legal risks and may be at odds with the differentiated responsibilities of developing countries. Furthermore, BCAs provide only modest incentives for other large emitting countries to scale carbon pricing—an international carbon price floor would be far more effective in this regard.

This book is one of the first comprehensive attempts to look at the synergies between climate change and trade objectives from economic, legal, and institutional perspectives. It addresses an important policy question - how changes in trade policies and international cooperation on trade policies can help address global environmental spillovers, especially GHG emissions, and what the (potential) effects of (national) environmental policies that are aimed at global environmental problems might be for trade and investment. Book excerpt: Climate change resulting from CO2 and other greenhouse gas emissions poses a huge threat to human welfare. To contain that threat, the world needs to cut emissions by about 50 per cent by 2050, and to start cutting emissions now. A global agreement to take action is vital. A fair global deal will require the UK to cut emissions by at least 80 per cent below 1990 levels by 2050. In this report, the Committee on Climate Change explains why the UK should aim for an 80 per cent reduction by 2050 and how that is attainable, and then recommends the first three budgets that will define the path to 2022. But the path is attainable at manageable cost, and following it is essential if the UK is to play its fair part in avoiding the far higher costs of harmful climate change. Part 1 of the report addresses the 2050 target. The 80 per cent target should apply to the sum of all sectors of the UK economy, including international aviation and shipping. The costs to the UK from this level of emissions reduction can be made affordable - estimated at between 1-2 per cent of GDP in 2050. In part 2, the Committee sets out the first three carbon budgets covering the period 2008-22, and examines the feasible reductions possible in various sectors: decarbonising the power sector; energy use in buildings and industry; reducing domestic transport emissions; reducing emissions of non-CO2 greenhouse gases; economy wide emissions reductions to meet budgets. The third part of the report examines wider economic and social impacts from budgets including competitiveness, fuel poverty, security of supply, and differences in circumstances between the regions of the UK.

In spite of calls from many quarters for a comprehensive budget reform, the Council negotiation was hampered by many institutional and political constraints and managed to deliver only limited change. However, the final agreement on the Multiannual Financial Framework 2007/13 did introduce a potentially important novelty, namely a review clause in 2008/9. Such an occasion should be seized to introduce appropriate incentives and tools for revamping the EU budget with the aim of making it consistent with the Lisbon-oriented objectives of the EU. This paper argues for the respect of the Multiannual Financial Framework over the period covered rather than in every single year and per every single heading. This should be accomplished via an inter-temporal guarantee of the respect of the Multiannual Financial Framework and coupled with cost-benefit analysis of the additional spending carried out at the EU level. Such 'constrained flexibility', which can be introduced either under the current or the new Lisbon Treaty, should be supported by appropriate governance arrangements to ensure the respect of subsidiarity, allow an efficient running of the budget and enforce budgetary discipline."--Publication information page.

Book excerpt: The difficulty of achieving and implementing a global climate change agreement has stimulated a wide range of policy proposals designed to favour the participation of a large number of countries in a global cooperative effort to control greenhouse gas emissions. This significant book analyses the viability of controlling climate change through a set of regional or sub-global climate agreements rather than via a global treaty. The authors argue that the principal challenge in devising a truly global architecture is in providing sufficient incentives for all party participation whilst also ensuring compliance, which raises global governance issues. The main purpose of this study is not to trace in detail the process of negotiation and implementation of international regimes, but rather to evaluate whether a series of regional or sub-global agreements is more likely to achieve climate change control than a global agreement attempted from the outset. From a political science perspective, the focus centres on institution building and governance. From an economic perspective it concentrates on incentives used to encourage participation in a global and non-fragmented agreement. Lessons from EU integration and actual global and regional trade agreements are employed in order to analyse the future prospects of climate change negotiations.
