Book excerpt: This paper provides an integrated view of globally engaged U.S. firms by exploring a newly developed dataset that links U.S. international trade transactions to longitudinal data on U.S. enterprises. These data permit examination of a number of new dimensions of firm activity, including how many products firms trade, how many countries firms trade with, the characteristics of those countries, the concentration of trade across firms, whether firms transact at arms length or with related parties, and whether firms import as well as export. Firms that trade goods play an important role in the U.S., employing more than a third of the U.S. workforce. We find that the most globally engaged U.S. firms, i.e. those that both export to and import from related parties, dominate U.S. trade flows and employment at trading firms. We also find that firms that begin trading between 1993 and 2000 experience especially rapid employment growth and are a major force in overall job creation.

Both imports and exports appear to be highly concentrated among few firms and seem to have become more so over time. Focusing on manufacturing, we find that facts previously reported in the literature as applying only to exports actually apply to imports too. We note that the number of trading firms diminishes as the number of export destinations or import origins increases. The same is true if we consider the number of products traded. Our results generally point to a process of self-selection in both export and import markets. Also, the productivity advantage of exporters reported in the literature may be overstated because imports were not considered. We find that firms that both import and export are the most productive, followed, in descending order, by importers only, exporters only and non-traders. Our results also show the existence of fixed costs of imports, which appear to be of similar magnitude as those of exports.

Due to the fact that many companies have fragmented the production process, however, it is difficult to examine the effect of "outsourcing"- the transfer of a business function from inside a firm to an outside source, with no reference to borders of countries- and "offshoring"-the movement of jobs that had been in the United States to a foreign location, without regard to business ownership- on the U.S. as many imports contain U.S. parts and many exports contain foreign parts. In the current situation, Congress mandated a study by the National Research Council, which was undertaken by the Committee on Analyzing the U.S. Content of Imports and the Foreign Content of Exports under a contract with the U.S. Department of Commerce. Analyzing the U.S. Content of Imports and the Foreign Content of Exports presents the findings of the committee.The committee refers to the availability and quality of data on the foreign content of U.S. exports and the domestic content of U.S. imports as "the content question." This was not been an easy task as data on actual content simply do not exist.
