Available in PDF, EPUB and Kindle. Book excerpt: In The Dynamics of Policy Implementation in Nigeria, author Mohammad Ahmad Wali examines the implementation of public policy in Nigeria with an emphasis on Sokoto State from 1976 to 1991, from the perspective of an insider. Thoroughly documented and researched, The Dynamics of Policy Implementation in Nigeria first dissects the explanations provided for both the success and failure of the government's efforts at moving policy forward. Wali specifically investigates the Operation Move Ahead education policy that has failed to achieve its objectives. A comprehensive presentation of the region's history, religion, politics, and socioeconomic structure provides the background from which to analyze the issues. With charts and diagrams, Wali discusses the four main obstacles to implementation in the Sokoto State bureaucracy: governmental instability, governmental overload, socioeconomic problems, and the infrastructural inadequacies confronting policy implementers. The crucial role of implementation analysis is to identify the factors which affect the achievement of policy objectives.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2003. How was public policy and economic development in Nigeria affected under the period of military control between 1966 and 1999? What is the nature and scale of change that Nigeria will have to undergo in order to achieve its current development goals? Initially providing a history of Nigeria along with a framework for understanding the nature, scope and magnitude of the military and public management problems within the country, this timely and rewarding book addresses both of these questions. It analyzes the institutions that make and implement public policy in the Nigerian political arena, and examines the route that Nigeria could take in order to enhance its public management capacities. Although the specific focus is on Nigeria, the mode of analysis used is transferable to a wide variety of developing nations. The book will foster an understanding among scholars, development planners, military officers and policy makers of the tasks and challenges facing Nigeria and many sub-Saharan African nations in the twenty-first century.

It is a book of learning from the practice of Democratic Governance in a civic society; a practical example of Nigerian inept leadership in management of the Public Administrative sector that includes thought-provoking normative arguments; a book that creates a powerful learning instrument for students of research methodology; a reference book for adult learners and researchers; a book that can bring each person's life experiences to share, and allow them to open their minds as they read the book with innovative public leadership development in mind.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1974, a comprehensive history of Nigerian Education, from early times right through to the time of publication, had long been needed by all concerned with Education in Nigeria, students, teachers and educational administrators. No one was better qualified than Professor Fafunwa to provide such a book, and in doing so he gave due emphasis to the beginnings of Education in its three main stages of indigenous, Muslim and Christian Education. Nigerian Education had been considered all too often as a comparatively recent phenomenon, but this book points out from the start that ‘Education is as old as Man himself in Africa’ and that both Islam and Christianity were comparative newcomers in the field. A historical treatment of these three strands which have combined to make up the modern Educational system was vital to a clear understanding of what was needed for the future, and most of the first half of the book is concerned with these Educational beginnings. The imposing of a foreign colonial system on this framework did not always lead to a happy fusion of the systems, and the successes and the failures are examined in detail. There was no shortage of documentary evidence in the form of reports and statistics during the decades prior to publication, but this evidence was frequently scattered and inaccessible to the student, so that the author’s careful selection of key evidence and reports, often drawn from his own personal experience, will be invaluable for those wishing to trace the development of Education in Nigeria up to the early 1970s. A knowledge of the history and development of the Nigerian Education system, of the numerous and intensely varied personalities and beliefs which have combined and often conflicted to shape it, is indispensable to all students in colleges and universities studying to become teachers. It is this knowledge that Professor Fafunwa set out to provide, drawing on his wide experience as teacher writer and educationalist.

Available in PDF, EPUB and Kindle. Book excerpt: With contributions from leading regional scholars, Public Administration in Africa: Performance and Challenges examines the complexities of the art of governance from the unique African perspective. The editors bring together a cohesive study of the major issues and regions by taking an analytic approach with the strong problem-solution application. Regions addressed range from South Africa, Congo, Uganda, Nigeria, Ghana, Mauritius, and Botswana. Themes include colonialism, reform, poverty, economy, decentralization, financing, media, political structures, and more. Beginning with an analysis of the relationship of policy design and its destination, service delivery, the book discusses the historical development of a state that has gone through upheavals in government and explores a decayed political economy that ultimately results in a need for sweeping measures. The text examines the issues emerging policy-makers in Africa must tackle, namely poverty and the denial or lack of resources to keep a dignified human life. It highlights how the media can be a catalyst for good governance and provides analytical aspects of implementing good governance reforms. The book concludes with an examination of the concepts of decentralization and devolution in measuring service delivery performance and an exploration of Africa’s economic success story. It also details the African Peer Review Mechanisms in selected African countries and provides a holistic analysis of local government functioning in Africa. These features and more make it an interdisciplinary reference for diverse social, economic, political, and administrative issues.

Book excerpt: "This groundbreaking book provides a comprehensive account of social work, social welfare, and social development in Nigeria from a postcolonial perspective. It examines the historical development of social work and social welfare and the colonial legacies affecting contemporary social welfare provision, development planning, social work practice, and social work education. Against this historical backdrop, it seeks to understand the position of social work within Nigeria's minimalist structure of welfare provision and the reasons why social work struggles for legitimacy and recognition today. It covers contexts of social work practice, including child welfare, juvenile justice, disabilities, mental health, and ageing, as well as areas of development-related problems and humanitarian assistance as new areas of practice for social workers, including internally displaced and trafficked people, and their impact on women and children. It seeks to understand Nigeria's ethnoreligious diversity and indigenous cultural heritage to inform culturally appropriate social work practice. This book offers a global audience insight into Nigeria's developmental issues and problems and a local audience (social science and human service researchers, educators, practitioners, students, and policymakers) a glimpse of what's possible when people work together toward a common goal. It will be of interest to all scholars and students of social work, development studies and social policy"--

Available in PDF, EPUB and Kindle. Book excerpt: Governments in the developing nations of Africa invest much of their peoples' scarce resources in social development programs, often without much evaluation or any knowledge of the potential outcomes. Written by a social psychology consultant, Denis Ugwuegbu, "Social Psychology and Social Development in Nigeria" puts forth a calm, expert, and systematic evaluation of some government policies under military dictators in Nigeria. The programs and policies studied range from government efforts to create a homogenous multicultural cohesive national unity in Nigeria to the nation's perception of the Nigeria police and military coups. Social Psychology can empower a developing nation to participate in social policy democracy. Important insights, conclusions, and recommendations for action are offered along with advocacy for social development program and policy evaluation for practitioners and social scientists interested in research about national development. "Social Psychology and Social Change in Nigeria" is the first book of its kind to be written in Africa, for Africa and other developing nations with clarity and enough detail to make it accessible to an audience beyond professional social scientists.
