Book excerpt: The African Union (AU) declared 2022 as the "Year of Nutrition" to address persistent food insecurity and malnutrition in Africa. Despite progress, challenges remain due to policy failures, conflict, climate issues, and global economic imbalances. In 2021, 322 million Africans faced severe food insecurity, with sub-Saharan Africa being the most affected. To tackle these issues, the AU and regional economic communities (RECs) prioritize food security and agriculture. Key frameworks like Agenda 2063 aim for a continent with stable, nutritious food sources. The AU and RECs have developed various instruments to support their Member States in these efforts. FAO commissioned CEFROHT to study the governance of the AU and RECs in sub-Saharan Africa, focusing on food and agriculture policies, implementation challenges, and collaboration opportunities. CEFROHT analyzed the activities of key organizations, including EAC, IGAD, SADC, CEMAC, CEN–SAD, CILSS, ECOWAS, ECCAS, and COMESA. Book excerpt: This document complements previous technical guidance documents on planning and executing illegal, unreported and unregulated (IUU) fishing estimation studies by providing a catalogue of 26 estimation methodologies from published studies. These methodologies encompass a wide range of locations, fishing gear and IUU fishing types. The catalogue is organized around two ways of identifying relevant methodologies: a) the IUU fishing estimation approach; and b) the primary available data source. The five types of IUU fishing estimation approaches (“a”) include: 1) estimating total catch minus reported catch; 2) partitioning total catch into IUU/non-IUU fishing; 3) summing individual IUU fishing events to a total amount; 4) estimating “true” catches for suspect vessels or fleets; and 5) determining relative amounts or trends in IUU fishing. The four types of primary data sources (“b”) include: 1) fishery models; 2) commercial sources; 3) operational data; and 4) expert judgements, comparisons to catch compilations and stakeholder surveys. These two types of approaches help to identify the relevant methodologies presented as concise, individual one- to two-page summaries. Each methodology is described in terms of the key elements needed and how they can be sourced, the specific steps involved in constructing the estimate, and guidance on the applicability of the method.

While the region continues to experience isolated armed conflicts, and while developmental backlogs present a major risk to regional stability in the long run, currently the most acute source of instability stems from governance deficits, which in the past decade have prompted crises in many of the member states of the Southern African Development Community (SADC). SADC's institutional framework for regional peace and security has proven ineffective because SADC leaders have prioritised national sovereignty over the enforcement of democratic principles. The institutions have little capacity as they lack material and political support. The governance deficits and SADC's lacklustre conflict management may in the long run arrest development in Southern Africa.
