As a matter of fact, I had no idea of reproducing them - at any rate, in a form which adheres so closely to that in which they originally appeared; I had planned a work of wider and more ambitious scope, of the completion of which I have by no means abandoned the hope. But the announcement in May last by Mr. Chamberlain of his intention to submit the whole question of our fiscal policy to a general national inquiry, on lines which resemble those recommended in the three articles mentioned, and which he has for some years past foreshadowed, led me to believe that I should be rendering greater service to those who wish to take part in the inquiry by inquiring for themselves - the best and most effective way, indeed, in which they can so take part - if I reproduced immediately the figures and arguments by which I was led to my conclusions, instead of waiting in order to publish them in a more detailed and voluminous, perhaps in a more scientific, form. Book excerpt: Excerpt from Income Tax Administration and Reform: Report by the Imperial and Local Finance Committee As to the first point, I am to say that, as the law now stands, deductions are allowed both in respect of expenditure incurred in repairs or alterations of machinery, according to an average of three years preceding the year of assessment, and also in respect of the diminished value of machinery by reason of wear and tear during the year. The allowance of these deductions is in the hands of the district or special commis sioners, as the case maybe, and they have to decide in each case as it arises the adequacy of the deductions allowed. As to the second point, I am to say that the Board of Inland Revenue have given instructions to their Surveyor at Leicester, which is particularly referred to in the Memorial, that, where a claim is made in respect of the introduction of more modern machinery in a factory, no objection is to be taken to the allowance, as a deduction from the assessable profits of the year, of so much of the cost of replacement as is represented by the existing value of the machinery replaced. Any excess in the cost of the new machinery over the actual present value of the old, is an addition to the capital of the business, and cannot properly be regarded as a charge upon revenue for the purposes of Income Tax Assessment. I am to add that similar instructions will be given to Surveyors in other districts when this question arises there. It will be seen from the short historical sketch which occupies the first chapter, and which is drawn mainly from Free Trade chronicles, that the original theory of Free Trade, or, more properly, Free Exchange, was never put into practice in any state, and that the biography of that compromise which still trades under the old name is the record of a deduction killed by fact In the next chapter an endeavour has been made to show that those social and industrial forces which are, and have been, consistently active in human nature have rendered equally impossible the application to modern conditions of the still unpractised portion of the Free Trade theory; while the facts and figures which occupy other chapters, and which represent our trading with other nations, are, considered from the dynamic point of view, weighed in the balance and found wanting. An attempt has been made to point out that any conception of Imperialism which rests only upon the basis of sentiment, and which does not embrace the more material considerations which naturally animate most human actions, is not only false but fatal; and it is argued that the political portion of a scheme for Imperial federation, considered as a thing in itself, is little more than a piece of flimsy idealism. There is, indeed, still some semblance of subordination in respect to domestic legislation; but it is only a semblance, for the veto, reserved to the Crown, would not be used except in some extremely improbable, and practically impossible, case; as, for instance, the enactment of slavery. The colonists can tax themselves or educate themselves as they please; they can levy, as we well know, what Customs' duties they think fit; they can pass what marriage laws they like; they have disestablished their State Churches, and can, if they choose, set them up again; they may pass what Franchise Bills or Seats Bills they prefer; they can protect life, and limb, and liberty, and property by what criminal laws or by what police seem good to them they have power to borrow money, and even to raise regiments of soldiers, and build and man ships of war; but they have no power to modify or participate in the foreign policy which may at any time bring them into war. Now the real question is, will they continue to submit to this condition of subordination? As regards internal affairs the colonists have self-government. As regards foreign affairs, they are subjects, not merely of the Queen, but of our Parliament - that is, of the inhabitants of the United Kingdom, or rather of such of those inhabitants as are voters. It is a pity that Sir Roper Lethbridge forgot that, in trying to champion the cause Of his Tariff Reform party, he practically questioned the intelligence of the British nation, when he asked his readers to accept vituperation for stern commercial facts.
