Located in central Bangladesh on the lower reaches of the Ganges-Brahmaputra Delta, the city faces the recurring phenomena of urban flooding and waterlogging following intense rainfall nearly every year. As a low-elevation city with a tropical monsoon climate, Dhaka has a long history of river flooding as a natural hazard. Recent major floods have been worse in terms of depth and extent of inundation and duration, especially in fringe areas, where many of the city’s poor reside. Rapid, unplanned urbanization and the gradual filling up of low-lying flood plains, rivers, canals, and other water bodies traditionally used to drain or retain water during rainfall have exacerbated the problem. A growing concern is that, in a changing climate, characterized by heavier and more erratic rainfall in the Ganges-Brahmaputra-Meghna (GBM) Basin during the monsoon season, the situation may worsen.

On the whole, the book acquires a sound knowledge of the magnitude of major urban and non-agricultural impacts so that consistent well-informed decision-making is possible in relation to flood actions such as flood mitigation, emergency preparedness, and selection and prioritisation of urban protection schemes. The knowledge of potential vulnerability of various economic sectors will contribute towards a rational allocation of resources in a flood-ravaged economy, particularly in view of severe climate change-induced effects on the extent and intensity of flooding in Bangladesh. In effect, this will contribute towards a better flood plain management.

According to the 5th Assessment Report produced by the Inter-Governmental Panel on Climate Change (IPCC), many geographical regions across the world are moderately or highly vulnerable to climate change, whose impacts may be further exacerbated by other human-induced pressures. The above state of affairs illustrates the need for a better and more holistic understanding of how climate change affects countries and regions on the one hand, but also on how the many problems it causes may be managed on the other, vis-a-vis a better ability to adapt. There is also a perceived need to showcase successful examples of how to duly address and manage the many social, economic and political problems posed by climate change around the world, in order to replicate and even upscale the successful ones. It is against this background that the Handbook of Climate Change Management has been produced. It contains papers prepared by scholars, social movements, practitioners and members of governmental agencies, undertaking research and/or executing climate change projects, and working with communities across all geographical regions. This flood threatened the health and lives of millions through food shortages caused by crop failure, loss of purchasing power, and the spread of water-borne disease. Yet very few flood-related deaths occurred, and reportedly none was due to food shortages. This report, based on data from a survey of 757 rural households in seven flood-affected regions (thanas) conducted in November and December 1998 and on analysis of secondary data on food grain markets, describes how Government of Bangladesh policy, well-functioning private markets, household coping strategies, and donor and NGO interventions combined to avert a major food crisis. To further enhance its food security, Bangladesh needs continued investments in agricultural research, extension, roads, electricity and other rural infrastructure, policies promoting efficient markets, and programs to provide targeted transfers and credit to poor households.

How to reduce this suffering through better managing floods is a big societal challenge. To date, societal initiatives to address this challenge mainly consist of the construction of embankments along the river bank, to control hydrological processes and ‘discipline’ the river. Yet, such embankments generate their own hydrological and societal responses in sometimes unexpected ways. The study of these interactions and feedback mechanisms between hydrological and social processes is a new academic field, one that is particularly relevant in a dynamic delta such as Bangladesh. This research sets out to explore the phenomena, opportunities and risks generated by the interactions between physical and societal processes along the Jamuna River in Bangladesh. It conceptualize these interactions as temporally dynamic and spatially diverse combinations of fighting and living with water. The research proposes the concept of "Socio-hydrological spaces (SHSs)" to enrich the study of socio-hydrology. A SHS is a geographical area in a landscape. Its particular combination of hydrological and social features gives rise to the emergence of distinct interactions and dynamics (patterns) between society and water. The SHSs concept suggests that the interactions between society and water are place-bound and specific because of differences in social processes, technological choices and opportunities, and hydrological dynamics. Through the concept of SHS, this research does not only contribute to advance the knowledge about socio-hydrological dynamics in Bangladesh, but also provides more general insights for flood risk management.

This book investigates autonomous adaptation using a multi-method technique comprising PRA and a questionnaire survey applied in the case study area ‘Islampur’ Upazila in Bangladesh. The study has four key approaches. First, it reviews the flood literature for Bangladesh from 1980 to 2014. Second, it examines farmers' crop adaptation processes in a case study area at Islampur, Bangladesh. Third, it assesses the vulnerability and adaptation (V & A) in response to three extreme flood events (EFEs). Fourth, the book assesses the economic consequences of failure effects of autonomous crop adaptation in response to EFEs. The results show that Bangladeshi farmers are highly resilient to EFEs, but the economic consequences of failure effects of autonomous crop adaptation (FEACA) on marginal farmers are large. The book contributes to current knowledge by filling three important research gaps as follows, 1) farmers’ autonomous crop adaptation processes in response to various types of extreme floods; 2) methodological contribution for assessing vulnerability and adaptation through PRA; and 3) the economic consequences of the failure effects of autonomous crop adaptations. “This book provides a good account of ‘autonomous adaptation’ and its impact on fl ood vulnerable communities in Bangladesh.
