Book excerpt: This applied dissertation was designed to determine the impact a planned intervention, or participants' engagement in lesson study practices, had on teacher morale and professional learning communities within a public high school located in the Southeastern part of the United States. A review of a yearly teacher survey conducted by the district's school board to determine teacher, parent, and student perceptions about their school demonstrated that teachers at the research site felt that morale was low. A literature review indicated that, in effective schools, teachers have a sense of belonging by having ownership of their institutional goals. The researcher invited 93 teachers to complete the Staff Morale Questionnaire (Smith, 1971), and the Hipp and Huffman (2010) Professional Learning Communities Assessment-Revised to identify their work-site morale and Professional Learning Communities perceptions. Forty-two teachers volunteered to complete both instruments. Over the course of 4 months, teachers met once every 2 weeks for 30 minutes to develop lessons, teach lessons, observe each other, offer each other feedback, reteach the lessons, and identify the best practices as described by Stepanek, Appel, Leong, Mangan, & Mitchell (2007). At the end of the intervention, the researcher readministered the Staff Morale Questionnaire (Smith, 1971), and the Hipp and Huffman (2010) Professional Learning Communities Assessment-Revised to all participating teachers. The completed instruments were then collected and the data analyzed to determine the impact of the intervention designed to improve the morale and professional community practices of these urban high school teachers. This results of this study show that when teachers are given the opportunity and time to work together to develop their professional learning activities and share best practices, their morale increases. The "t" test results for the six subscales of the Teachers' Professional Learning Community Assessment showed that participants scored significantly higher at post than at pretest on shared and supportive leadership, shared values and vision, collective learning and application, shared personal practice, supportive conditions--relationships, and supportive conditions--structure. Similarly, the t test results for the three subscales of the Teachers' Morale Questionnaire subscales mean showed that participants scored significantly higher at posttest than at pretest on leadership synergy, cohesive pride, and personal challenge. These results indicated that the intervention increased participants' professional learning practices and teachers' morale. Book excerpt: The purpose of this study was to assess the level of development of the five professional learning community (PLC) dimensions of Shared and Supportive Leadership, Shared Values and Vision, Collective Learning and Application, Shared Teaching Practices, and Supportive Conditions (Hord, 1996) as perceived by English and mathematics teachers and its relationship to subgroup student academic achievement in English language arts and mathematics. The Equitable Teaching Practice Survey (ETPS) was developed by the researcher to measure the equitable teaching practices employed as a result of teacher participation in the PLC and compared to Dimension 2, Shared Values and Vision and Dimension 3, Collective Learning and Application. Descriptive correlation research was conducted. A 17 item survey, School Professional Staff as Learning Community (Hord, 1996) and a 21item survey ETPS was used to collect the data regarding the five dimensions of a PLC and teaching practices associated with educational equity. It was administered to English and mathematics teachers in six urban high schools in one large school district. Student data were collected from the results of the 2006-2009 English language arts and mathematics assessments designed by the State of California Department of Education to meet the No Child Left Behind Act (2002) requirements for testing grades nine through twelve. The study found that Dimension 2, Shared Values and Vision and Dimension 3, Collective Learning and Application had a positive correlation with teaching practices associated with educational equity. The study also found no statistically significant correlations between subgroup academic achievement in English Language Arts and Mathematics, and teachers' perception of the level of development in the five dimensions of a PLC.

The site was selected because the school was removed from the state's school improvement list after implementing professional learning communities. The purpose of the study was to determine how the design of a professional learning community impacts teacher instruction in a middle school setting. The literature reviewed included historical perspective, definitions and characteristics of professional learning communities, teacher professional development, and teacher effect on student achievement. Eight teachers, one principal, and one instructional facilitator were interviewed about the professional learning communities in their school. The interviews focused on the characteristics of professional learning communities and the perceived impact of professional learning communities on instructional practices. Observations of professional learning community meetings were conducted, and related documents were also reviewed. The data revealed that a culture of collaboration, data-driven decisions, and supportive leadership impact instruction. Combined, these three factors created the conditions for teachers to build their capacity and provide better instruction to students. The data also revealed that the annual school-wide book studies were an important aspect of professional development for the teachers at this school; many described it as the most beneficial professional learning community strategy utilized by the school.

Book excerpt: Due to the urgency of not losing more urban high school students to academic failure and dropping out, the most promising reform efforts must be investigated. One of the most promising ways of creating successful high school reform that has been advocated is through restructuring schools into community-like organizations, often called professional learning communities. Yet, limited empirical research has been conducted concerning professional learning communities, especially in urban high schools. Thus, this research sought to understand how two urban high schools, one comprehensive high school in a large urban center and one small career academy high school in a medium-sized urban center, implemented professional learning communities as a leadership-initiated reform strategy for math and science teaching. Year-long interactions with each high school including in-depth observations and eighteen interviews, nine personnel from each site, revealed that certain organizational structures (e.g. social and human resources, structural conditions) must be in place for professional learning communities to have the potential to be a successful reform effort. Specifically, the way in which leadership supports professional learning communities through structure, pressure, and support was important. Both studies show that school context and leadership significantly affect the quality of professional learning communities and their ability to reform their instructional practices in order to increase student achievement.

More than 400 interviews were conducted with teachers, school administrators, central office personnel, district officials, board members, and union officials. The observations, interviews, and analyses confirm that, in most of these schools, the working conditions of teachers are bleak and would not be tolerated in other professions. Among the findings are the following: (1) physical conditions are sub-standard because of a lack of maintenance, repair, and space; (2) safety is not a serious problem to teachers, except in very depressed neighborhoods; (3) teachers do not have even the basic resources needed, let alone access to new technologies; (4) teachers consider hiring more personnel to address the personal problems of students a higher priority than hiring more teachers to reduce class size; (5) teachers generally understand the cultural gulf between them and their students but are unable to deal with what they consider aberrant student behavior; (6) teachers perceive that they are losing control over what they teach, primarily because of district-wide testing policies although they are in control of how they teach; and (7) teachers have little confidence in supervision, staff development, or central office leadership. Characteristics of good working conditions are identified. Tables illustrate the data. Appendices compare these findings with those of other studies, provide a list of about 100 references, describe the methodology, and compare school effects. (BJV)
