Book excerpt: The report concerns pollution abatement in the Great Lakes Basin, specifically influenced by agricultural and related sources, including runoff and release of nutrients, pesticides, herbicides, and degradation by-products as affected by agricultural chemicals, runoff from animal and poultry production, and sedimentation. Current planning, advisory and regulatory functions of the two Governments is discussed. Some basic research of the joint study-group is summarized. Improper manure spreading or storing, and runoff from livestock feeding areas have the greatest potential impact on water quality. Pesticide contribution to environmental contamination is receiving closer scrutiny. The erosion problem is measured in sediment load in streams and deposition rate in reservoirs. High chloride levels, measured in tributary waters, seem related to road salt application. The adequacy of current legislation is discussed.

Book excerpt: Pursuant to a congressional request, GAO provided information on the amount and type of pesticides used in the Great Lakes watershed, focusing on: (1) whether pesticides contribute to toxic chemical levels in the Great Lakes; (2) pesticide storage and disposal in the Great Lakes region; and (3) whether the pesticides used are subject to the Environmental Protection Agency's (EPA) pesticide reregistration program. GAO found that: (1) the federal government and private organizations lack sufficient database systems to track pesticide usage in the Great Lakes watershed; (2) out of an estimated 56 million pounds of pesticides used annually within the U.S. and Canadian Great Lakes watershed, 46 million pounds are used on agricultural crops and 10 million pounds are used on lawns and U.S. golf courses; (3) herbicides account for three-quarters of the total agricultural pesticides and are applied by aerial sprayers to control weeds; (4) fungicides and insecticides account for the remaining agricultural pesticides and are applied largely to fruits and vegetables to control diseases and pests; (5) persistent pesticides are retained in the Great Lakes for long periods and eventually bioaccumulate because only 1 percent of Great Lakes water is circulated annually, allowing pesticides to settle in lake-bottom sediments; (6) results from fish-tissue monitoring show that restricted pesticides are still being detected at high concentrations and may be more persistent than previously thought; (7) EPA needs to complete its water quality monitoring program and use current and accurate data in its pesticide reregistration program so that it can fulfill its pesticide monitoring requirements; and (8) although EPA has instituted a program to dispose of unusable pesticides in the Great Lakes watershed, large quantities of banned, spoiled, and improperly stored pesticides remain.

This is the question that the public, scientists and managers are asking the International Joint Commission after a quarter-century of cooperative action by the United States and Canadian governments to clean up the Great Lakes. This volume contains papers from the workshop on Environmental Results, hosted in Windsor, Ontario, by the Great Lakes Science Advisory Board of the International Joint Commission, on September 12 and 13, 1996. The Great Lakes have been through almost a century of severe pollution from the manufacture, use and disposal of chemicals. In the 1960s wildlife biologists started to investigate the outbreaks of reproductive failure in fish-eating birds and ranch mink and to link these to exposure to organochlorine compounds. Human health researchers in the 1980s and 1990s linked growth retardation, behavioral anomalies and deficits in cognitive development with maternal consumption of Great Lakes fish prior to pregnancy. The Great Lakes became the laboratory where the theory of endocrine disruptors was first formulated. Now a group of Great Lakes scientists, hosted by the International Joint Commission, has compiled the story of the trends in the concentrations and effects of persistent toxic substances on wildlife and humans. The technical papers review the suitability of various organisms as indicators, and present the results of long-term monitoring of the concentrations and of the incidence of effects. The evidence shows that there was an enormous improvement in the late 1970s, but that in the late 1990s there are still concentrations of some persistent toxic substances that have stubbornly remained at levels that continue to cause toxicological effects.
