Available in PDF, EPUB and Kindle. Book excerpt: This volume works towards overcoming the lack of systematic impact evaluation in higher education, particularly analyses which are not restricted to ex-post gathered data and expert assessments. Since (higher) education is more important than ever in knowledge societies, high priority should be ascribed to quality management (QM) in higher education institutions (HEIs). Consequently, impact evaluation of QM effectiveness is indispensable because it generates the knowledge required for quality (management) improvement. The introductory chapter elucidates the motivation and objective of impact analyses of QM in HEIs and provides an overview of the volume’s other contributions. One chapter reflects on success factors and un-/intended effects of QM, while another one analyses more discoursive ways of evidence-informed guidance of QM policies which are complementary to rigorous impact studies. Five chapters investigate QM effectiveness in HEIs by ex-post and simultaneous impact evaluation in European case studies, including assessments of students, teachers, quality managers, and institutional leadership. The case studies comprise universities from Germany, Spain, Finland, and Romania. The final chapter reports a SWOT analysis of impact evaluation of QM in HEIs, which is suggested as a tool for bridging the notorious gap between the demanding methodology of impact evaluation and its proper implementation. This book was originally published as a special issue of the European Journal of Higher Education.

Available in PDF, EPUB and Kindle. Book excerpt: The significant growth of number of students enrolled in tertiary education institutions in the recent past decades has caused an unprecedented expansion of higher education systems. The rapid and constant social, economic and technological mutations and international competition make the importance of qualitatively well-educated citizenry and labor forces very decisive. Globalization has developed a powerful impact on the development of higher education and imposes new challenges for the organization (standards, financing, regulations). Systems of higher education tend to detach from the national models and adopt a more "global" orientation. The implementation of quality assurance is one of the recent and most decisive transformations of higher education. Different higher education systems are trying to develop assessment tools (internal and external) to improve the quality of teaching, research and extension activities, and these are either based on experiences of selected countries or are extensively country specific. The quality assurance procedures that were often dependent on national directorial traditions have gradually tended to converge and led to a setup of common tools and standards. Countries under a centralized system tend to impose a uniform and general model while decentralized systems give greater freedom to universities to set up their own quality. International rankings of universities also contribute to impose a set of transnational standards and values, which is also being considered as indicative by the stakeholders. The present book tries to look at the quality assurance mechanism, international rankings and its impact in both absolute and comparative fashion in context of 11 countries from different parts of the world.

Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive volume clarifies the historical, technical, and philosophical details present in the various quality assurance theories and policy systems of the American higher education system. The authors, E. Grady Bogue and Kimberely Bingham Hall, examine the theories of quality, including goal achievement, outcomes, value-added impacts, and reputation. They trace the philosophical heritage and analyze the strengths and weaknesses of quality assurance policy systems such as accreditation, rankings and ratings, outcomes, licensure, program reviews, follow-up studies, and total quality management. They also recommend a set of policy principles for improving their integration and effectiveness. Besides offering the details of policy systems for defining, developing, and demonstrating quality, this work also delves into the moral and ethical issues inherent in quality measures of higher education institutions. Bogue and Hall assert that quality cannot exist without integrity in personnel, policies, and programs. Political and academic officers must work together more closely in order to design appropriate collegiate accountability systems. Administrators, professors, and government leaders would all benefit from this thorough analysis of past and present quality assurance programs and the subsequent recommendations for future policies.

Book excerpt: This book explores quality assessment and enhancement in higher education in Africa to illustrate the need to develop quality practices in measuring effective education and continually search for permanent improvement. The book demonstrates that technological and socio-economic trends, innovations, and inventions of the twenty-first century demand that additional attention be placed upon education for national, regional, and international development. Since conventions for quality assessment and enhancement need to be defined and systematic structures constructed to develop quality practices, the book shows how quality in higher education within Africa has been established and advanced to provide a framework for monitoring, auditing, and reviewing assessment and enhancement. Though the book considers African complexities and diversity, it incorporates global trends and utilises an international focus that enables readers to devise appropriate strategies for developing and enhancing quality and standards in higher education in both continental Africa and beyond. Illustrating why quality assessment and enhancement should be embraced in all aspects including inputs, processes, outputs and outcomes in educational settings globally, this book will be of interest to policymakers and scholars in the fields of Higher Education, Quality and Global Studies, African Education, African Studies and Management and Administration, Leadership and Professional Development Studies.

Book excerpt: Quality Assurance is not a new concept in the education sector in general, and higher education in particular, though it is becoming increasingly more relevant and important. Higher education helps to improve an individual's quality of life by enabling them to inflate their knowledge and expertise, to grasp abstract concepts and theories, and to raise their awareness of the world and their community, and as such the assurance of quality is becoming more pivotal in the whole education process. There is no simple definition of the concept of quality in education, though numerous models and theories have been devised. Toward Quality Assurance and Excellence of Higher Education is a new episode of the Quality Assurance perception in higher education, which identifies the quality culture and orientation from the beginning, integrating crucial factors to build a “pyramid” of higher education excellence. The book compares concepts from the main theories of Quality Assurance, management and control when they are applied to educational systems in higher education. The book also presents a new model of excellence in higher education. Excellence is an architecture of building blocks that comes with process performance, effectiveness, harmony and collaboration which should be incorporated in a quality-oriented concept of a sustainable excellence of higher education. The model integrates four main facets: the Educational System, Quality Assurance Managing and Control, Strategic Planning and Globalization. Also presented are international “best-practices” in quality assurance in higher education, from Japan and Finland.
