Available in PDF, EPUB and Kindle. Book excerpt: Written for communications specialists and policy makers, this book is a penetrating examination into the rapidly changing approach of states to telecommunications regulation and planning since the divestiture of AT&T in January, 1984. The editors place particular emphasis on the conjunction between the increasing state role in developing and implementing telecommunications policy and a new interest in economic development on the part of state governments. Following a discussion of the major issues surrounding telecommunications regulation and an exploration of the links between telecommunications and economic development, the experiences of nine states are considered in separate chapters. The contributors also consider telecommunications applications for improving efficiency in state government. The result is a comprehensive look at existing trends in state telecommunications regulation that will be invaluable not only to officials and legislators, but also to students of communications policy. Each of the nine state chapters includes a profile of the state's social and economic makeup, a description of the policy environment, a statement of regulatory policy, and and analysis of the relationship between telecommunications and economic development in that state. A number of chapters also include detailed case studies--among them a study of New York's Teleport, Nebraska's AGNET, and Washington State's 1985 Regulatory Flexibility Act. Based on their in-depth study of the nine states' experiences, the editors argue that states need to become better informed about the changing telecommunications environment and its potenial for improving efficiency in state government. In addition, both planning and regulation must be more related to economic development plans than they are currently in most states. Finally, the editors conclude that traditional state regulation of telecommunications companies is inadequate for establishing policy in this increasingly complex and important area.

Available in PDF, EPUB and Kindle. Book excerpt: Strategies linking the dynamic and changing world of telecommunication to local desires for economic growth are at the heart of this important book. In the age of information, grass roots political leaders have discovered telecommunications as they seek to boost local employment and community well-being. Taking the cases of Richardson, Texas, a Dallas suburb that has attracted over 50,000 high-tech jobs, city-state Singapore, which has successfully upgraded its telecommunications infrastructure to lure information-intensive companies, Atlanta, using the 1996 Olympics to advance its information-technology base, and others, the authors critically examine the successes and failures of each. Their conclusions will be invaluable to planners, politicians, and scholars who want to know whether and how advanced telecommunications infrastructure leads to accelerated economic development.

Book excerpt: Essays, based on five years of survey research in Iowa and case study examples from across the United States, examine the implications of telecommunications technologies for rural community development. Supported by data from five years of survey and case study research, telecommunications adoption and use is explored in nine sectors of the rural community to determine the influence these organizations and institutions have on telecommunications development within the broader rural community. These sectors include local government, economic development, business, newspapers, library services, health care, university extension to communities, and farming. Also considered are the factors that promote and retard telecommunications development, particularly the impact of telecommunications policy, the availability of state-of-the-art infrastructure and service, and the involvement of telephone companies in local community development. Using a community development framework, this work discusses the physical, financial, human and social capitals necessary for holistic community development and the significance of critical mass, the roles of internal and external networks, as well as vertical and horizontal linkages, and the importance of visionary leadership and the championing of telecommunications. Social Science and telecommunications scholars will appreciate the interdisciplinary approach these case studies represent. In addition, this research is intended to assist local leaders, community service providers, businesses, community officials, and state policy makers in capturing the potential benefits of innovative telecommunications technologies for local economic development, while avoiding potential problems and pitfalls. Essays are organized in three sections. The first presents theory, policy, and issues within a community development framework. The second discusses perspectives and actions of community sectors in their adoption and use of telecommunications. The third examines what occurs within an organization as it implements a new telecommunications system. Charts and graphs enhance the text and a glossary of terms is provided.

Book excerpt: Telecommunications and the City provides the first critical and state-of-the-art review of the relations between telecommunications and all aspects of city development and management. Drawing on a range of theoretical approaches and a wide body of recent research, the book addresses key academic and policy debates about technological change and the future of cities with a fresh perspective. Through this approach, the complex and crucial transformations underway in cities in which telecommunications have central importance are mapped out and illustrated. Key areas where telecommunications impinge on the economic, social, physical, enviromental and institutional development of cities are illustrated by using boxed extracts and wide range of case study examples from Europe, Japan and North America. Rejecting the extremes of optimism and pessimism in current hype about cities and telecommunications, Telecommunications and the City offers a sophisticated new perspective through which city-telecommunications relations can be understood.

They are organized in the following topical sections: communities, ICT-enabled networks, and development; digital platforms for development; ICT for displaced population and refugees. How it helps? How it hurts?; ICT4D for the indigenous, by the indigenous and of the indigenous; local technical papers; pushing the boundaries - new research methods, theory and philosophy in ICT4D; southern-driven human-computer interaction; sustainable ICT, informatics, education and learning in a turbulent world - "doing the safari way”.
