Book excerpt: This paper empirically evaluates four types of costs that may result from an international sovereign default: reputational costs, international trade exclusion costs, costs to the domestic economy through the financial system, and political costs to the authorities. It finds that the economic costs are generally significant but short-lived, and sometimes do not operate through conventional channels. The political consequences of a debt crisis, by contrast, seem to be particularly dire for incumbent governments and finance ministers, broadly in line with what happens in currency crises.

Available in PDF, EPUB and Kindle. Book excerpt: The United States has just gone through the worst economic crisis in a generation. Why wasn’t there more protest, as there was in other countries? During the United States’ last great era of free-market policies, before World War II, economic crises were always accompanied by unrest. "The history of capitalism," the economist Joseph Schumpeter warned in 1942, "is studded with violent bursts and catastrophes." In The End of Protest, Alasdair Roberts explains how, in the modern age, governments learned to unleash market forces while also avoiding protest about the market’s failures. Roberts argues that in the last three decades, the two countries that led the free-market revolution—the United States and Britain—have invented new strategies for dealing with unrest over free market policies. The organizing capacity of unions has been undermined so that it is harder to mobilize discontent. The mobilizing potential of new information technologies has also been checked. Police forces are bigger and better equipped than ever before. And technocrats in central banks have been given unprecedented power to avoid full-scale economic calamities. Tracing the histories of economic unrest in the United States and Great Britain from the nineteenth century to the present, The End of Protest shows that governments have always been preoccupied with the task of controlling dissent over free market policies. But today’s methods pose a new threat to democratic values. For the moment, advocates of free-market capitalism have found ways of controlling discontent, but the continued effectiveness of these strategies is by no means certain.

Download or read book Policy Failures and the Irish Economic Crisis written by Ciarán Michael Casey and published by Springer. This book was released on 2018-06-16 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book seeks to understand why almost all commentators on the Irish economy were unprepared for the scale of the recent economic crisis. It analyses the public contributions from a broad range of observers, including domestic and international agencies, academics, the newspapers and politicians. This approach gives new insights into the analytical and institutional shortfalls that inhibited observers from recognising the degree of the risk. The book demonstrates that most commentators were either impeded in what they could say, or else lacked the expertise to challenge the prevailing view. The findings have significant implications for a broad range of institutions, particularly the media and the Oireachtas (the Irish Parliament).

It explores the causes of India’s productivity surge around 1980, more than a decade before serious economic reforms were initiated. The paper finds evidence that the trigger may have been an attitudinal shift by the government in the early 1980s that, unlike the reforms of the 1990s, was pro-business rather than pro-market in character, favoring the interests of existing businesses rather than new entrants or consumers. A relatively small shift elicited a large productivity response, because India was far away from its income possibility frontier.

Can debt relief foster their growth rates? To answer these important questions, this article looks at how the debt-growth relation varies with indebtedness levels, as well as with the quality of policies and institutions, in a panel of developing countries. The main findings are that, in countries with good policies and institutions, there is evidence of debt overhang when the net present value of debt rises above 20–25 percent of GDP; however, debt becomes irrelevant above 70–80 percent. In countries with bad policies and institutions, thresholds appear to be lower, but the evidence of debt overhang is weaker and we cannot rule out that debt is always irrelevant. Indeed, in such countries, as well as in countries with high indebtedness levels, investment does not depend on debt levels. The analysis suggests that not all countries are likely to profit from debt relief, and thus that a one-size-fits-all debt relief approach might not be the most appropriate one.
