Book excerpt: This title was first published in 2001: Bringing together geographers, planners, political scientists, economists, rural development specialists, bankers, public administrators and other development experts, this volume questions the benefits of Structural Adjustment Programmes (SAPs). It critically assesses the impact of SAPs from a wider perspective than a purely economic one, highlighting concerns about impacts of adjustments on the more vulnerable elements of society such as social welfare, the environment, labour, gender and agriculture. Revealing both the costs and benefits of the economic restructuring programme, the book also suggests alternatives to current development models, and how SAPs can be made more sustainable. An original and comprehensive addition to the collections of both students and practitioners of development.

Book excerpt: First published in 1997, this volume is intended to make a contribution to both the literature and the contentious debate on the relationship between structural adjustment and reconstruction and development in Africa, as seen from the multidisciplinary perspective of academics and practitioners working in Africa on African development problems and issues. The implementation of structural adjustment in Africa has spawned a considerable, and still on-going, debate with vociferous advocates on both sides of the issue, particularly with respect to the efficacy of structural adjustment programmes (SAPs) as an antidote to Africa’s development crisis. This book contributes to that debate with a rich mixture of analytical views and ideas covering a wide range of countries and sectors on the role and impact of structural adjustment programmes on the process of reconstruction and development in Africa.

Book excerpt: Structural Adjustment: Theory, Practice and Impacts examines the problems associated with Structural Adjustment Programmes (SAPs) and reveals the damaging impacts they can have. The book looks at how the debt crisis of the 1970's forced developing countries to seek external help and then reviews what constitutes as a standard adjustment programme, detailing the political, economic, social and environmental impacts of SAPs. The final section draws together theories and political responses and presents a case for alternatives to the programmes.

Available in PDF, EPUB and Kindle. Book excerpt: Our Continent, Our Future presents the emerging African perspective on this complex issue. The authors use as background their own extensive experience and a collection of 30 individual studies, 25 of which were from African economists, to summarize this African perspective and articulate a path for the future. They underscore the need to be sensitive to each country's unique history and current condition. They argue for a broader policy agenda and for a much more active role for the state within what is largely a market economy. Finally, they stress that Africa must, and can, compete in an increasingly globalized world and, perhaps most importantly, that Africans must assume the leading role in defining the continent's development agenda.

Book excerpt: There is some evidence that IMF and World Bank adjustment lending smooths consumption for the poor, reducing the rise in poverty for any given contraction of the economy but also reducing the fall in poverty for any given expansion. Adjustment lending plays a similar role as inequality, reducing poverty's sensitivity to the economy's aggregate growth rate.

This book was released on 2016 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: The impact of the policies advocated by the World Bank and the International Monetary Fund (IMF) in Africa are under increased scrutiny. African scholars and international NGOs concerned with Africa's development have asked whether the policies imposed by the World Bank and IMF in Africa have actually helped or hindered the objective of increasing living standards for the majority of Africans. The international call for cancellation of Third World debt has grown steadily over the past few years, highlighting the question of whether IMF policies have contributed to increasing the external debt burden of African countries. Critics of the World Bank and IMF have argued that policies implemented by African Countries, intended to control inflation and generate foreign exchange to help pay off the IMF debts, often result in increased unemployment, poverty and economic polarization thereby impeding sustainable development. The paper commenced by examining the concepts of 'development' and 'underdevelopment.' It then outlined the legal basis of 'right to development as human right' and how those rights have been violated by the policies of the International Monetary Fund and the World Bank in Africa backed by evidence of the performance of African countries with Enhanced Structural Adjustment Facility (ESAF) programmes over the period of structural adjustment, looking at such indicators as economic growth, healthcare, education spending, and external indebtedness with particular case study of the impact of structural adjustment policies in four countries - Cote d'Ivoire, Senegal, Uganda, and Zimbabwe.

These factors include agricultural conditions, product markets, the family life cycle, income, and changing demands for household labor--especially demands caused by labor migration. The author explains why removing structural constraints on rural land markets might reduce the incentive to start and maintain woodlots. He also details why policies that seek to create forests may conflict with programs that generate rural employment.

Available in PDF, EPUB and Kindle. Book excerpt: Ghana was one of the first African countries to adopt a comprehensive IMF reform program and the one that has sustained adjustment longest. Yet, questions of Ghana's compliance - to what extent did it comply, how did it manage compliance, what patterns of non-compliance existed, and why? - have not been systematically investigated and remain poorly understood. This book argues that understanding the domestic political environment is crucial in explaining why compliance, or the lack thereof, occurs. Akonor maintains that compliance with IMF conditionality in Ghana has had high political costs and thus, non-compliance occurred once the political survival of a regime was at stake.

Available in PDF, EPUB and Kindle. Book excerpt: 'Structural adjustment' has been a central part of the development strategy for the 'third world'. Loans made by the World Bank and the IMF have been conditional on developing countries pursuing rapid economic liberalization programmes as it was believed this would strengthen their economies in the long run. M. Rodwan Abouharb and David Cingranelli argue that, conversely, structural adjustment agreements usually cause increased hardship for the poor, greater civil conflict, and more repression of human rights, therefore resulting in a lower rate of economic development. Greater exposure to structural adjustment has increased the prevalence of anti-government protests, riots and rebellion. It has led to less respect for economic and social rights, physical integrity rights, and worker rights, but more respect for democratic rights. Based on these findings, the authors recommend a human rights-based approach to economic development.
