The potential acquisition of nuclear weapons by terrorists makes terrorist groups operating from failed states especially dangerous. U.S. counterterrorism strategies largely have been unsuccessful in addressing this threat. A new strategy is called for, one that combines both military and law enforcement efforts in a fully integrated counterterrorism effort, supported by a synthesis of foreign intelligence capabilities with intelligence-led policing to identify, locate, and take into custody terrorists operating from failed states before they are able to launch potentially catastrophic attacks.

Stop the flow of drug money, the logic goes, and the insurgency will wither away. But the conventional wisdom is dangerously wrongheaded, as Vanda Felbab-Brown argues in Shooting Up. Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support. Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. Shooting Up shows vividly how powerful guerrilla and terrorist organizations — including Peru's Shining Path, the FARC and the paramilitaries in Colombia, and the Taliban in Afghanistan — have learned to exploit illicit markets. In addition, the author explores the interaction between insurgent groups and illicit economies in frequently overlooked settings, such as Northern Ireland, Turkey, and Burma. In countries with high-value natural resources – including oil, gas, diamonds, other minerals, and timber –the stakes are unusually high and peacebuilding is especially challenging. Resource-rich post-conflict countries face both unique problems and opportunities. They enter peacebuilding with an advantage that distinguishes them from other war-torn societies: access to natural resources that can yield substantial revenues for alleviating poverty, compensating victims, creating jobs, and rebuilding the country and the economy. Evidence shows, however, that this opportunity is often wasted. Resource-rich countries do not have a better record in sustaining peace. In fact, resource-related conflicts are more likely to relapse. Focusing on the relationship between high-value natural resources and peacebuilding in post-conflict settings, this book identifies opportunities and strategies for converting resource revenues to a peaceful future. Cook and Marie Olson Lounsbery examine the evolving nature of violence in intrastate conflicts, as well as the governments and groups involved, by focusing on the context of the relationships involved, the capacities of the conflict’s participants, and the actors’ goals. The authors first present a theoretical framework through which the changeable mix of relative group capacities and the resulting tactical decisions can be examined systematically and as conflicts evolve over time. They then apply that framework to the six case studies to show its usefulness in better understanding conflicts individually and in comparison. While previous research on civil wars has tended to focus on causes and outcomes, Conflict Dynamics takes a more comprehensive approach to understanding conflict behavior. The shifting nature of relative group capacity (measured in many different ways), coupled with dynamic group goals, determines the tactical decisions of civil war actors and the paths a rebellion will take. The case studies illustrate the relevance of third parties to this process and how their interventions can influence tactics. The progression of violence in conflicts is inextricably linked to the decisions made in their midst. These influence future iterations of the conflictual relationship. Complex groups on both sides both drive and are driven by the decisions made. Understanding conflicts requires that these reciprocal impacts be considered. The comparative framework demonstrated in this book allows one to flesh out this complexity.

Known social constructions are destroyed for new ones, and marginalized people are excluded from important material, social, and human resources. This section examines how we can provide inclusion for marginalized individuals in the global era and protect them from victimization. Theoretical and Practical Models of Criminal Victimization. The process of globalization, as mentioned above, creates new elements of victimization. But globalization can also become an opportunity for confronting and defeating victimization through improved sharing of knowledge and increased understanding of the humanity of the weak. The emerging global criminology comprises diversity of attitudes, explanations, and perspectives. The editors of this volume recognize that in the global village, there is room for solid contributions to the field of criminology and criminal justice. This collection is a move in this direction.
