Book excerpt: The phenomenon of psycho-active drugs, and our reactions to them, is one of the most fascinating topics of the social history of mankind. Starting with an analysis of the 'policy of fear' in which law enforcement is 'haunted' by drug money, Drugs and Money offers a radical reconsideration of this highly contentious issue. In this intriguing book, Petrus C. van Duyne and Michael Levi expose an ever-unfolding series of problems: the proliferation of mind-influencing substances the complications of international drug regulation the interaction between markets and economic actors, with the consequent amassing of huge amounts of crime-money. The social, cultural and economic aspects of this crime-money are explored, alongside the ongoing threat it poses to the legitimate economy and the state.

Book excerpt: Despite efforts to reduce drug consumption in the United States over the past 35 years, drugs are just as cheap and available as they have ever been. Cocaine, heroin, and methamphetamines continue to cause great harm in the country, particularly in minority communities in the major cities. Marijuana use remains a part of adolescent development for about half of the country's young people, although there is controversy about the extent of its harm. Given the persistence of drug demand in the face of lengthy and expensive efforts to control the markets, the National Institute of Justice asked the National Research Council to undertake a study of current research on the demand for drugs in order to help better focus national efforts to reduce that demand. This study complements the 2003 book, Informing America's Policy on Illegal Drugs by giving more attention to the sources of demand and assessing the potential of demand-side interventions to make a substantial difference to the nation's drug problems. Understanding the Demand for Illegal Drugs therefore focuses tightly on demand models in the field of economics and evaluates the data needs for advancing this relatively undeveloped area of investigation.

Book excerpt: Singer offers a fresh set of ideas for understanding how the global socioeconomic system insures that massive quantities of psychotropic drugs reach the poorest sectors of American society. Drugging the Poor provides a unified theoretical framework to assess how all drugs, including tobacco, heroin, alcohol, cocaine, and diverted pharmaceuticals contribute to maintaining social inequality among the wealthier and poorer social classes in American society. Singers analysis rejects conventional approaches that see tobacco or alcohol manufacturers and distributors, on the one hand, and drug cartels and mafias, on the other, as completely different entities. Instead, he shows how legal and illegal drug corporations share key features and follow the same economic principles. He also emphasizes that mixing legal and illegal drugs to self-medicate against social discrimination, poverty, and structural violence offers short-term relief, but in the long run, it functions to maintain an unjust and oppressive system. Drugging the Poor actively challenges the assumption that how things are is how they always have been or how they need to be.

Book excerpt: A Silent Nightmare explores the issues surrounding illicit drugs and new drug policy options. America has struggled against illicit drugs for decades; however, drug use and abuse continue to weight heavily on the shoulders of our youth, crime associated with illicit drugs has increased dramatically, and drug traffickers and their stealth friends in the business world continue to grow richer. This book uncovers the myths, the root causes, and the many drug-related events and delivers the urgently needed hope that much can be achieved under a new drug paradigm. It is the author's intention to shed light on a new path leading towards a more rational, coherent and humane drug policy. He joins many distinguished personalities, including the late Milton Friedman, Economics Nobel Prize winner, William F. Buckley, Jr., founder of the National Review, and Walter Cronkite, award-winning journalist, who have raised their voices calling for an overhaul of the current failed drug policy.

Available in PDF, EPUB and Kindle. Book excerpt: Most policymakers see counterinsurgency and counternarcotics policy as two sides of the same coin. Stop the flow of drug money, the logic goes, and the insurgency will wither away. But the conventional wisdom is dangerously wrongheaded, as Vanda Felbab-Brown argues in Shooting Up. Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support. Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. Shooting Up shows vividly how powerful guerrilla and terrorist organizations — including Peru's Shining Path, the FARC and the paramilitaries in Colombia, and the Taliban in Afghanistan — have learned to exploit illicit markets. In addition, the author explores the interaction between insurgent groups and illicit economies in frequently overlooked settings, such as Northern Ireland, Turkey, and Burma. While aggressive efforts to suppress the drug trade typically backfire, Shooting Up shows that a laissez-faire policy toward illicit crop cultivation can reduce support for the belligerents and, critically, increase cooperation with government intelligence gathering. When combined with interdiction targeting major traffickers, this strategy gives policymakers a better chance of winning both the war against the insurgents and the war on drugs.

Book excerpt: This report assesses the magnitude, flows and drivers of illicit trade and the illegal economy including: narcotics, human trafficking, wildlife, sports betting, counterfeit medicines, alcohol and tobacco. The negative socio-economic impacts that these markets have in consumer countries are as worrisome as the goverance gaps that are exploited in source countries. This report examines each illicit sector in terms of the geographic sources, destinations and key trade routes, the current trend of infiltration by organized crime networks, and good practices or future policy solutions with which to combat illicit trade within the various sectors.

Book excerpt: Illegal drug trade The War on DrugsThe United Nations' Drugs and Crime Tsar Antonio Maria Costa claimed that illegal drug money saved the banking industry from collapse. He claimed he had seen evidence that the proceeds of organised crime were "the only liquid investment capital" available to some banks on the brink of collapse during 2008. He said that a majority of the $352bn (£216bn) of drugs profits was absorbed into the economic system as a result. "In many instances, the money from drugs was the only liquid investment capital. In the second half of 2008, liquidity was the banking system's main problem and hence liquid capital became an important factor...Inter-bank loans were funded by money that originated from the drugs trade and other illegal activities... There were signs that some banks were rescued that way". Costa declined to identify countries or banks that may have received any drug money, saying that would be inappropriate because his office is supposed to address the problem, not apportion blame. The birth of all Mexican drug cartels is traced to former Mexican Judicial Federal Police agent Miguel Ángel Félix Gallardo ('The Godfather'), who in the 1980s controlled all illegal drug trade in Mexico and the corridors across the Mexico-USA border. He started off by smuggling marijuana and opium into the U.S.A., and was the first Mexican drug capo to link up with Colombia's cocaine cartels in the 1980s. Through his connections, Félix Gallardo became the point man for the Medellin cartel, which was run by Pablo Escobar. This was easily accomplished because Félix Gallardo had already established an infrastructure that stood ready to serve the Colombia-based traffickers.EuropeImproved cooperation of Mexico with the U.S. led to the recent arrests of 755 Sinaloa cartel suspects in U.S. cities and towns, but the U.S. market is being eclipsed by booming demand for cocaine in Europe, where users now pay twice the going U.S. rate.[23] U.S. Attorney General announced September 17, 2008 that an international drug interdiction operation, Project Reckoning, involving law enforcement in the United States, Italy, Canada, Mexico and Guatemala had netted more than 500 organized crime members involved in the cocaine trade. The announcement highlighted the Italian-Mexican cocaine connection. In December 2010 the government of Spain remarked that Mexican cartels have multiplied their operations in that country, becoming the main entry point of cocaine into Europe.
