The Times ILLEGAL ACTION is the third thriller from the former head of MI5 and bestselling author Stella Rimington, featuring MI5 officer Liz Carlyle. When MI5 intelligence officer Liz Carlyle learns of a Russian government plot to kill super-rich Nikita Brunovsky – a man who openly criticises the Putin regime from his London base – it’s a race against time to track down the killer. How the man is to be silenced is unclear, but the Foreign Office dreads any kind of incident and Liz must work fast to protect him. As she goes undercover, desperately trying to find out who in Brunovsky’s retinue might betray him, Liz discovers that an ‘illegal’ Russian agent has arrived in London. Book excerpt: NATIONAL BESTSELLER • A riveting, adrenaline-fueled tour of a vast, lawless, and rampantly criminal world that few have ever seen: the high seas. There are few remaining frontiers on our planet. But perhaps the wildest, and least understood, are the world's oceans: too big to police, and under no clear international authority, these immense regions of treacherous water play host to rampant criminality and exploitation. Traffickers and smugglers, pirates and mercenaries, wreck thieves and repo men, vigilante conservationists and elusive poachers, seabound abortion providers, clandestine oil-dumpers, shackled slaves and cast-adrift stowaways—drawing on five years of perilous and intrepid reporting, often hundreds of miles from shore, Ian Urbina introduces us to the inhabitants of this hidden world. Through their stories of astonishing courage and brutality, survival and tragedy, he uncovers a globe-spanning network of crime and exploitation that emanates from the fishing, oil, and shipping industries, and on which the world's economies rely. Both a gripping adventure story and a stunning exposé, this unique work of reportage brings fully into view for the first time the disturbing reality of a floating world that connects us all, a place where anyone can do anything because no one is watching.

Available in PDF, EPUB and Kindle. Book excerpt: Indonesia contains some of Asia‘s most biodiverse and threatened forests. The challenges result from both long-term management problems and the political, social, and economic turmoil of the past few years. The contributors to Which Way Forward? explore recent events in Indonesia, while focusing on what can be done differently to counter the destruction of forests due to asset-stripping, corruption, and the absence of government authority. Contributors to the book include anthropologists, economists, foresters, geographers, human ecologists, and policy analysts. Their concerns include the effects of government policies on people living in forests, the impact of the economic crisis on small farmers, links between corporate debt and the forest sector, and the fires of the late 1990s. By analyzing the nation‘s dramatic circumstances, they hope to demonstrate how Indonesia as well as other developing countries might handle their challenges to protect biodiversity and other resources, meet human needs, and deal with political change. The book includes an afterword by Emil Salim, former Indonesian Minister of State for Population and the Environment and former president of the Governing Council of the United Nations Environment Programme. A copublication of Resources for the Future and the Center for International Forestry Research (CIFOR) and the Institute for Southeast Asian Studies (ISEAS).

Book excerpt: This book aims to resolve the dilemma regarding whether armed intervention as a response to gross human rights violations is ever legally justified without Security Council authorisation. Thus far, international lawyers have been caught between giving a negative answer on the basis of the UN Charter's rules ('positivists'), and a 'turn to ethics', declaring intervention legitimate on moral grounds, while eschewing legal analysis ('moralists'). In this volume, a third solution is proposed. The idea is presented that many equitable principles may qualify as 'general principles of law recognised by civilised nations' - one of the three principal sources of international law (though a category that is often overlooked) - a conclusion based upon detailed research of both national legal systems and international law. These principles, having normative force in international law, are then used to craft an equitable framework for humanitarian intervention. It is argued that the dynamics of their operation allow them to interact with the Charter and customary law in order to fill gaps in the existing legal structure and soften the rigours of strict law in certain circumstances. It is posited that many of the moralists' arguments are justified, albeit based upon firm legal principles rather than ethical theory. The equitable framework proposed is designed to provide an answer to the question of how humanitarian intervention may be integrated into the legal realm. Certainly, this will not mean an end to controversies regarding concrete cases of humanitarian intervention. However, it will enable the framing of such controversies in legal terms, rather than as a choice between the law and morality. '...has potential to become one of the most important books in public international law of the decade, or in a generation'. Martin Scheinin, Professor of Public International Law, European University Institute, Florence
