The overall idea was later on to create a large Community which would form a big market and give benefits to all of those dealing within that market. A common currency would make trade a lot easier among the different European countries, and first plans for a common currency already came up in the 1960ies. Introduced in more detail by the Werner Plan in 1970, the European Communities set up a modest European Monetary System (EMS) in 1979. "The principal feature of the EMS was an Exchange Rate Mechanism (ERM) of 'fixed but adjustable exchange rates'." 2 The system included exchange rates between all participating countries which allowed the currency to fluctuate within set margins of 2.25% against each other. The EMS also included the formation of a new virtual currency, the ECU. It "was formed as a 'basket' or 'average' of EC currencies, weighted according to their relative share of EC GNP."3 There was some kind of coordination between national decisions on monetary policy on European level4 for the involved countries. Closely linked to a single currency is the Single European Market, which was agreed on in 1986 and put into force in 19925. It abolished non-tariff barriers and set the basis for free movement of capital, goods and labour. Establishing the SEA also changed the political system of the European Union as this was a big step towards the introduction of a single currency. Eglene demonstrates how the Conservative government of John Major and the Labour government of Tony Blair implemented policies that had the same overriding goals. The first of their shared goals was to continue being involved in decisions on the remaining details of the EMU and to avoid discrimination in the European Union by appearing as a member state willing to embrace the full European project at an indeterminate point. The second goal was to address the conflicting preferences of domestic economic actors with an ambiguous policy aimed at buying time. Pressure on the British government came from both the business and financial sectors on the question of EMU membership. While the business community was divided on the euro, there was one sector, export-oriented producers, strongly in favor. The financial sector, for its part, needed more time to clearly assess where its interests lay, and it insisted that the government not rush a decision one way or the other. Banking on Sterling demonstrates that the government_no matter which party was in power_always had in mind the welfare of the financial sector. When the conclusion was reached in London that its financial sector would benefit more from an offshore position than as a member of the EMU, the British government provided both direct and indirect compensation to the export-oriented business sector that had definitely lost the battle for the euro. Book excerpt: The goal of this book is to examine some of the major foreign policy debates in the United Kingdom and the United States in the period from 1992 to 2008: from the end of the Cold War and the aftermath of the first Gulf War to the 2008 American presidential election. The first President Bush spoke in 1991 of a “new world order” – which seemed to mean an American hegemony. The United States was now the world’s only superpower, although a superpower afflicted with weaknesses, especially economic ones. But by 2008 the “new world order” did not seem so new or so strongly American. The period saw the terrorist attacks against the U.S. of 11 September 2001, military problems for the superpower in Afghanistan and Iraq and, by the summer of 2008, near economic collapse. In all of these developments, Britain shared to a lesser or a greater extent. It is hoped that this book will shed an important light both on each nation and on the so-called “special relationship” between the two. Furthermore, this book is also not specifically concerned with policy or how policy is made but with the debate around policy and the rhetoric used to present different points of view. “The ‘Special Relationship’ between the US and Britain remains an enigmatic, ever-changing, but still very powerful factor in world politics. As an examination of their foreign policy discourses reveals, from the perspective of culture and values, few Western countries are as different as the United Kingdom and the US. With very few exceptions – the foreign policies of Gladstone and Tony Blair, and Chruchillian rhetoric, unmatched by his supremely realpolitical politics – British governments abhor talking about values and ideals. The British cultural peculiarity is to dismiss ideology and values as packaging, only to be caught by surprise time and again that they cannot do “business with Herr Hitler”, or that people kill each other for their values, religions, constructed identities and ideologies. Most American governments, by contrast, have had ideological and moral crusades embroidered on their banners in their foreign policy. There is a convergence with Britain when both proclaim that all they are doing is in their self-interest, but the Americans unashamedly assume that what is good for America is good for the world, while the British discourse, with the UK’s decline since 1945, rarely goes that far. As an analysis of their discourses reveals, the ‘Special Relationship’ is thus clearly founded on something either deeper or more superficial than shared culture or values; this volume sheds light on this surprising fact in most illuminating ways, and Lori Maguire’s achievement in bringing together these examinations is praiseworthy indeed.” —Prof. Beatrice Heuser, University of Reading
