It is a prescient view of the Internet’s evolution into a content-centric service platform where the quality of services (QoS) cannot be guaranteed due to the tens of thousands of autonomous systems that enact business decisions on peering, routing, and pricing in a way that determines aspects of the Internet ecosystem like network topology, latency and throughput of traffic flows, and performance of network applications. The trafficking issues created in this environment are a critical concern and barrier for user applications that require real-time responses, such as telesurgery and teleoperation of autonomous vehicles, and the book presents the Internet transport economics model as the solution. While engineering and business are the prevailing lenses through which the Internet is viewed, the book builds its methodological framework around transport. Further delving into economics, it establishes how the Internet can be understood as providing transport services for data packets, whose demand and supply are driven by the QoS metrics of delay and loss, which can be regarded as congestion costs that result in equilibrium rates of traffic flows sent by content providers (CPs). This book describes theoretical developments in performance guarantees for telecommunication networks from the last decade. Written for the benefit of graduate students and scientists interested in telecommunications-network performance this book consists of two parts. The first introduces the recently-developed filtering theory for providing deterministic (hard) guarantees, such as bounded delay and queue length. The filtering theory is developed under the min-plus algebra, where one replaces the usual addition with the min operator and the usual multiplication with the addition operator. As in the classical linear system theory, the filtering theory treats an arrival process (or a departure process ) as a signal and a network element as a system. Network elements, including traffic regulators and servers, can be modelled as linear filters under the min-plus algebra, and they can be joined by concatenation, "filter bank summation", and feedback to form a composite network element. The problem of providing deterministic guarantees is equivalent to finding the impulse response of composite network elements. This section contains material on: - (s, r)-calculus - Filtering theory for deterministic traffic regulation, service guarantees and networks with variable-length packets - Traffic specification - Networks with multiple inputs and outputs - Constrained traffic regulation The second part of the book addresses stochastic (soft) guarantees, focusing mainly on tail distributions of queue lengths and packet loss probabilities and contains material on: - (s(q), r(q))-calculus and q-envelope rates - The large deviation principle - The theory of effective bandwidth The mathematical theory for stochastic guarantees is the theory of effective bandwidth. Based on the large deviation principle, the theory of effective bandwidth provides approximations for the bandwidths required to meet stochastic guarantees for both short-range dependent inputs and long-range dependent inputs.

Book excerpt: This conference in Enschede, The Netherlands, is the sixth in a series of international conferences and workshops under the title Protocols for Multimedia Systems, abbreviated as PROMS. The first PROMS workshop took place in June 1994 in Berlin, Germany, followed by workshops in Salzburg, Austria (October 1995) and Madrid, Spain (October 1996). In 1997, PROMS formed a temporary alliance with Multimedia Networking, a conference previously held in Aizu, Japan, in 1995. This led to the international conference on Protocols for Multimedia Systems – Multimedia Networking, PROMS MmNet, that took place in Santiago, Chile (November 1997). Since then PROMS has been announced as an international conference, although informal contacts and interactive sessions – as in a workshop – were retained as a desirable feature of PROMS. After a gap of three years, PROMS was organized in Cracow, Poland (October 2000), for the fifth time. We consider it a challenge to make this sixth edition of PROMS as successful as the previous events. The goal of the PROMS series of conferences and workshops is to contribute to scientific, strategic, and practical cooperation between research institutes and industrial companies in the area of multimedia protocols. This is also the goal of PROMS 2001. The basic theme of this conference continues to be multimedia protocols, both at the network and application level, although the increasing interest in wireless, mobility, and quality of service as interrelated topics with relevance to multimedia are reflected in the current program.
