Book excerpt: There is no unified theory that can explain both voter choice and where choices come from. Hinich and Munger fill that gap with their model of political communication based on ideology. Rather than beginning with voters and diffuse, atomistic preferences, Hinich and Munger explore why large groups of voters share preference profiles, why they consider themselves "liberals" or "conservatives." The reasons, they argue, lie in the twin problems of communication and commitment that politicians face. Voters, overloaded with information, ignore specific platform positions. Parties and candidates therefore communicate through simple statements of goals, analogies, and by invoking political symbols. But politicians must also commit to pursuing the actions implied by these analogies and symbols. Commitment requires that ideologies be used consistently, particularly when it is not in the party's short-run interest. The model Hinich and Munger develop accounts for the choices of voters, the goals of politicians, and the interests of contributors. It is an important addition to political science and essential reading for all in that discipline. What I claim in Political Choice in a Polarized America is that individuals have core beliefs about what the government should or should not do and these attitudes explain a great deal about what party a person identifies with and votes for. Moreover, I demonstrate these attitudes' explanatory power has increased in recent decades. My thesis rests on the idea that voters generally try to support the party or candidate that best matches their orientations. However, voters' ability to successfully do so varies as a function of the signals sent by elites. Voters have an easier time connecting their own orientations with the party offerings when the parties are polarized. As a result, voters' policy attitudes explain a lot more about their partisan preferences than they did in previous eras. Book excerpt: How do leaders perceive threat levels in world politics, and what effects do those perceptions have on policy choices? Mark L. Haas focuses on how ideology shapes perception. He does not delineate the content of particular ideologies, but rather the degree of difference among them. Degree of ideological difference is, he believes, the crucial factor as leaders decide which nations threaten and which bolster their state's security and their own domestic power. These threat perceptions will in turn impel leaders to make particular foreign-policy choices. Haas examines great-power relations in five periods: the 1790s in Europe, the Concert of Europe (1815–1848), the 1930s in Europe, Sino-Soviet relations from 1949 to 1960, and the end of the Cold War. In each case he finds a clear relationship between the degree of ideological differences that divided state leaders and those leaders' perceptions of threat level (and so of appropriate foreign-policy choices). These relationships held in most cases, regardless of the nature of the ideologies in question, the offense-defense balance, and changes in the international distribution of power.
