Book excerpt: Identity-Preserved Systems: A Reference Handbook provides background for the development of processes or systems of maintaining the segregation of and documenting the identity of a product. Growers and other parties that handle, transport, condition, or process the identity-preserved (IP) product must follow strict growing and handling practices, including segregation, inspections, and cleaning of equipment to prevent other varieties from mixing with or contaminating the IP variety. The key to this system is traceability. Each production, processing, and delivery step is documented, so that products can be traced from the store shelf back to the farmers' fields and every stage in between. The need for Identity Preservation (IP) is rapidly becoming of major importance in the world trade of agricultural crops that are enhanced genetically, grown under specific conditions, or have specific characteristics which must be identified and maintained from the seed planted to the delivery of the crop to the end-user. The handbook serves as an authoritative resource that unifies IP efforts, outlines the protocols for IP systems, and includes an operational manual that may be used at any point in the value-chain of the production and marketing effort. This handbook describes an overall identity-preserved (IP) system, which may be utilized in ways that will meet the particular needs of the parties involved in specific trade agreements. It discusses the background of IP systems originating in the seed industry, the basics of a total IP system, and the potential electronic transfer of data and documents. By using the system of identity-preserved verification provided in Identity-Preserved Systems, the seed, specialty crop, and grain and oilseed industries can easily provide products that are identified with a paper trail verifying identity, product quality, and special characteristics.

It also provides some historical context, along with the types of solutions available to the food industry, and the benefits associated with better recordkeeping that go beyond the public good and impact the bottom line. Whenever a food related outbreak occurs, traceability is called into question. When lives are at stake, it is critical that the root of the problem is quickly identified to prevent further illness. Once the problem is found, it’s just as important to contain it quickly. Too often, recalls expand because implicated product is not readily accounted for. Mention of traceability stirs fear for many in the food industry for several reasons: within a company, it’s not clear if responsibility for traceability lies with food safety professionals involved in recalls, supply chain professionals who understand product movement, IT professionals who build and maintain the recordkeeping systems, or regulatory professionals who need to respond to government requests for information. There is also a sense that traceability is someone else’s problem. Few firms admit that they are the weak link and instead tout how quickly they can perform mock recalls. But traceability is about more than just recalls. It is about the connectivity of the supply chain as a product and its constituents travel from the farm to the consumer. Because it is a systems issue, there is a sense that the investment by a single firm will be meaningless if supply chain partners don’t have comparable abilities. This book will address both these surrounding issues and solutions.

In order to achieve this, IUCN has formulated an approach which is laid out in this report the Innovative Financing Mechanisms for Promoting Sustainable Land Management (SLM). Developing innovative financing mechanisms that are tailored to the environmental, economic and socio-cultural context of paddy, vegetable, home garden and tea farmers in the central highlands of Sri Lanka will enable and promote the use of SLM practices which in turn will contribute to the rehabilitation and prevention of further degradation of these lands. This report is divided into two main parts where the first part is a general guideline to aid the identification and development of potential IFMs for sustainable land management in agricultural lands in Sri Lanka, and the second part outlines the process followed by IUCN to identify potential IFMs for the RDAL project.
