Book excerpt: This book questions the presupposition voiced by many historians and political scientists that political experiences in Europe continue to be interpreted in terms of national history, and that a European community of remembrance still does not exist. By tracing the evolution of specific memory cultures in two successor countries of the Fascist/Nazi regime (Italy and Germany) and the impact of structural changes upon them, the book investigates wider democratic processes, particularly concerning the conservation and transmission of values and the definition of identity on different levels. It argues that the creation of a transnational European memory culture does not necessarily imply the erasure of national and local forms of remembrance. It rather means the creation of a further supranational arena where diverging memories can find their expression and can be dealt with in a different way. Through the triangulation of agents of memory construction, constraints and opportunities and actual portrayals of the past, this volume explores the difficulties faced by a multinational entity like the EU in reaching some kind of consensus on such a sensitive subject as history.

Book excerpt: This book examines the relationship between national identity construction and current foreign policy discourses on Russia in selected European Union member states in 2014–2018. It shows that divergent national discourses on Russia derive from the different ways in which the country was constructed in national identity. The book develops an interpretive theoretical framework and argues that policy makers’ agency can profoundly influence the contestation between different identity narratives. It includes case studies in policy areas that are of primary importance for EU–Russia relations, such as energy security (the Nord Stream 2 controversy), the Ukraine crisis and Russia’s military intervention in Syria. Focusing on EU member states that have traditionally taken different stances vis-à-vis Russia (Germany, Poland and Finland), it shows that at the peak of the Ukraine crisis national discourses converged towards a pragmatic, but critical narrative. As the Ukraine crisis subsided and new events took centre stage in foreign policy discussions (i.e. the Syrian civil war, international terrorism), long-standing and identity-based divergences partly re-emerged in the discourses of policy makers. This became particularly evident during the Nord Stream 2 controversy. Deep-rooted and different perceptions of the Russian Other in EU member states are still influential and lead to divergent national agendas for foreign policy towards Russia. This volume is about the explosion of the politics of memory triggered by the fall of state socialism in Eastern Europe, particularly about the politics of its commemoration twenty years later. It offers seventeen in-depth case studies, an original theoretical framework, and a comparative study of memory regime types and their origins. Four different kinds of mnemonic actors are identified: mnemonic warriors, mnemonic pluralists, mnemonic abnegators, and mnemonic prospectives. Their combinations render three different types of memory regimes: fractured, pillarized, and unified. Disciplined comparative analysis shows how several different configurations of factors affect the emergence of mnemonic actors and different varieties of memory regimes. There are three groups of causal factors that influence the political form of the memory regime: the range of structural constraints the actors face (e.g., the type of regime transformation), cultural constraints linked to past political conflict (e.g., salient ethnic or religious cleavages), and cultural and strategic choices actors make (e.g. framing post-communist political identities)"--
