Book excerpt: "In Washington State all community and technical colleges are authorized to offer their own baccalaureate degrees, and 28 of 34 do, making Washington one of only two states to implement the community college baccalaureate (CCB) degree at scale. The purpose of this research study was to explore how Washington State community colleges and universities have evolved a new shared jurisdiction over baccalaureate education. The theoretical framework (Abbott, 1988; Skolnik, 2011) for this study suggests an ecological model of evolving professional jurisdiction is applicable and that potential conflict between education sectors plays out in multiple domains. The research methodology used was case study in the tradition of Yin (2018). The data for this study was collected from student degree completion data, legislative acts, administrative rules, written documents, and lived experiences of higher education professionals captured through semi-structured interviews. This study found colleges and universities in Washington have evolved a new shared jurisdiction over baccalaureate education where rather than competing in offering the same programs or cooperating in a subordination model like traditional transfer articulation, Washington has a side-by-side model where colleges and universities each offer their own baccalaureate degrees. This study found that colleges have created a niche for the CCB serving graduates of applied associates degree programs, who frequently are people who cannot, or choose not to, follow an existing university pathway. Other key findings include the mechanisms that shape the boundaries of CCB implementation in Washington including the importance of inter-sectoral, inter-institutional, and individual communication, the importance of conflict reduction by educating new administrators in both sectors about the role of the CCB, and the critical foundation of cooperation between the sectors created by a longstanding effective transfer education system. Unsettled frontiers of the CCB implementation in Washington State include graduate school articulation, the influence of program level professional standards groups, and the comparative value of the CCB degree versus traditional BA and BS degrees"--Author's abstract.

Yet fewer than 40 percent of entrants complete an undergraduate degree within six years. This fact has put pressure on community colleges to improve academic outcomes for their students. Redesigning America’s Community Colleges is a concise, evidence-based guide for educational leaders whose institutions typically receive short shrift in academic and policy discussions. It makes a compelling case that two-year colleges can substantially increase their rates of student success, if they are willing to rethink the ways in which they organize programs of study, support services, and instruction. Community colleges were originally designed to expand college enrollments at low cost, not to maximize completion of high-quality programs of study. The result was a cafeteria-style model in which students pick courses from a bewildering array of choices, with little guidance. The authors urge administrators and faculty to reject this traditional model in favor of “guided pathways”—clearer, more educationally coherent programs of study that simplify students’ choices without limiting their options and that enable them to complete credentials and advance to further education and the labor market more quickly and at less cost.
