Available in PDF, EPUB and Kindle. Book excerpt: Currently in the State of Oregon there are approximately 7,500 children/youth placed in the Child Welfare substitute care system on any given day. Children/youth placements in Oregon have been dictated by placement availability with less focus on child needs and provider capability. This research will estimate the number of placement beds (e.g. foster care, proctor care, residential treatment, etc.) necessary to optimally serve the substitute care population. System experts will recommend a placement type for a random sample of children/youth entering substitute care. Researchers will then use statistical techniques to identify the best placement for each of these same youth; the best placement recognizes the placement type with the optimal child outcome. The differences in these two results will refine estimates of placement capacity to create the optimal continuum of care. The data captured throughout this project will shed valuable light on the root of the problems in families. This information is necessary for sustaining system changes.

Available in PDF, EPUB and Kindle. Book excerpt: This new and updated edition of the best-selling book on assessing children in need and their families integrates practice, policy and theory to produce a comprehensive and multidisciplinary guide to all aspects of assessment. The Child's World not only provides an explanation of the Framework for the Assessment of Children in Need and their Families, but also offers a wealth of information on how to use it sensitively and effectively. The Child's World explores the implications of recent legislation, including the Children Act 2004, and national guidance for assessment practice. The contributors have drawn on the latest research, best practice and lessons learnt over the past decade of Framework implementation to equip practitioners, from different disciplines, to identify the developmental needs of children, assess parental capacity and evaluate the impact of family, economic and environmental factors on the carer's ability to meet the needs of the child. This book is essential reading for all practitioners, managers, trainers and educators in children's and adult services who use the Framework, and will also be a valued source of knowledge and guidance for those assessing children’s needs in legislative contexts outside of England.

Book excerpt: All countries confront the problem of providing for dependent, neglected, and 1 abused children. While the exact form of institutional response will differ in relation to a country's political and economic structure, its culture and its tradition, the same general kinds of child welfare services have been developed 2 everywhere. Literature from the United States, Canada, and several Western European countries reflects a shared concern about children who reside in unplanned, substitute care arrangements and a growing recognition of the importance of 3 making permanent plans for these children. The American response to this problem took shape in the early 1970s when government at the local, state, and 4 federal levels undertook to fund permanency planning projects. Permanency planning projects were charged with developing and testing procedures that would increase the likelihood that children would move out of substitute care arrangements into permanent family homes either through restoration to their biological families, termination of parental rights and subsequent adoption, court appointment of a legal guardian, or planned emancipation for older children. Long-term foster care, if it was a planned outcome supported by the use of written agreements between foster parents and child care agencies, was recognized as an appropriate option for some children. 2 DECISION MAKING IN CHILD WELFARE Permanency planning projects have had a direct effect on the substantive aspects of social work practice in child welfare.
