Book excerpt: "The Idaho Natural Production Monitoring and Evaluation Project monitors the status of wild Snake River spring-summer Chinook Salmon populations in the Salmon River and Clearwater River subbasins. These monitoring efforts were conducted at various scales and included spawning ground surveys, estimating productivity at Lower Granite Dam (smolt-to-adult and stock-recruitment), as well as snorkel surveys in spawning and rearing habitat. We summarize redd surveys for Idaho trend transects. Surveyors observed 1,978 and 4,162 in 2013 and 2014, respectively, redds throughout Idaho's trend transects. Accurate determination of adult age composition is necessary for estimating smolt-to-adult return rates (SAR) for wild Snake River spring-summer Chinook salmon Oncorhynchus tshawytscha over a long-term data series. Technicians assigned total ages to 1,870 and 1,558 scale samples collected from adult wild Chinook salmon at Lower Granite Dam in 2013 and 2014, respectively. These data were combined with previously collected data to reconstruct brood years 2009 and 2010 cohorts and estimate smolt-to-adult return rates These estimates were appended to a dataset that started in 1996. We determined the SARs for brood years 2009 and 2010 to be 2.51 and 1.77%, respectively. Similarly, we also estimated stock-recruitment relationships at Lower Granite Dam to understand how density-dependent factors in the spawning and rearing habitat affect smolt abundance. We added the stock recruitment estimates from brood years 2011 and 2012 to a dataset that started in 1990. Our smolts per females estimates for these years were 416 and 411 respectively. Snorkel crews from Idaho Department of Fish and Game's Natural Production Monitoring and Evaluation, Steelhead Monitoring and Evaluation Studies, and regional management programs surveyed 393 and 432 transects in 2013 and 2014, respectively, to help describe juvenile Chinook salmon and steelhead density and spatial structure. Densities were highly variable across transects and years."--Abstract (page 4).

Book excerpt: The Idaho Department of Fish and Game (IDFG) has been monitoring and evaluating proposed and existing habitat improvement projects for rainbow-steelhead trout Oncorhynchus mykiss, hereafter called steelhead, and chinook salmon O. tshawytscha, hereafter called chinook, in the Clearwater and Salmon River drainages for the past seven years. Projects included in the evaluation are funded by, or proposed for funding by, the Bonneville Power Administration (BPA) under the Northwest Power Planning Act as off-site mitigation for downstream hydropower development on the Snake and Columbia rivers. This evaluation project is also funded under the same authority (Fish and Wildlife Program, Northwest Power Planning Council). A mitigation record is being developed using increased carrying capacity and/or survival as the best measure of benefit from a habitat enhancement project. Determination of full benefit from a project depends on completion or maturation of the project and presence of adequate numbers of fish to document actual increases in fish production. The depressed status of upriver anadromous stocks has precluded measuring full benefits of any habitat project in Idaho. Partial benefit is credited to the mitigation record in the interim period of run restoration.

Project 83-7 is divided into two sub-projects: general and intensive monitoring. Results of the intensive monitoring sub-project are reported here. Results from the general monitoring sub-project will be reported in a separate document. The purpose of this intensive monitoring project is to determine the number of returning chinook and steelhead adults necessary to achieve optimal smolt production, and develop mitigation accounting based on increases in smolt production. Two locations are being intensively studied to meet these objectives. Information from this research will be applied to parr monitoring streams statewide to develop escapement objectives and determine success of habitat enhancement projects. Field work began in 1987 in upper Salmon River and Crooked River (South Fork Clearwater River tributary). Methods include using weirs to trap adults, conducting ground and aerial redd counts, snorkeling to estimate parr populations, PIT-tagging juveniles to determine parr-tosmolt survival, trapping fall and spring downstream emigrants with scoop traps, and outplanting adults to determine juvenile carrying capacity. PIT tags also provide a wide range of other information such as migration timing, effects of flow and passage conditions on smolt survival, other factors affecting smolt survival, and growth.
