[...] The net has not been fully exploited for assessing and adjusting learning materials to local settings, however, due to problems of the underlying ICTs infrastructure, the lack of information literacy to search and evaluate online information, and the lack of information on various possibili- ties that are available to developing countries. [...] Skills and Awareness The pervasiveness of the Internet has recently increased the awareness of the significance of ICTs to higher education in Africa. [...] Corporate computing centers at Makarere Uni- versity in Uganda, the University of Western Cape in South Africa, the Univer- sity of Dar es Salaam in Tanzania, the University of Eduardo Mondlane in Mozambique, and the University of Chiek Anta Diop in Senegal have been able to garner national and international support that created the necessary incentives for their computer center staff.
