The thesis which evolved from the research is that energy resource development has lagged behind and constrained economic development in India. Inadequate attention has been paid to developing the power sector, and the petroleum sector is just beginning to be developed. This research consists of an analysis of energy supply covering each of the major energy resources. Using information from India's five year plans, the history of energy re source development was compiled by energy sector. A comprehensive eva luation ofIndia's current position with respect to energy resources was under taken to provide a perspective on future development possibilities. Alternative policy options were presented in the analysis of each energy re source. These options were considered in providing a set of overall policy suggestions for development of energy supplies in India. Water conflicts are mostly studied as disputes around access to water resources or the formulation of water laws and governance rules. However, explicitly or not, water conflicts nearly always also involve disputes among different philosophical views. The contributions to this edited volume have looked at the politics of contested knowledge as manifested in the conceptualisation, design, development, implementation and governance of large dams and mega-hydraulic infrastructure projects in various parts of the world. The special issue has explored the following core questions: Which philosophies and claims on mega-hydraulic projects are encountered, and how are they shaped, validated, negotiated and contested in concrete contexts? Whose knowledge counts and whose knowledge is downplayed in water development conflict situations, and how have different epistemic communities and cultural-political identities shaped practices of design, planning and construction of dams and mega-hydraulic projects? Water resources is one of the areas of strong public interest in Nepal. It is cons- ered a potent engine of economic growth. Its optimal use is dependent on, among other things, the cooperation among the riparian countries, especially India and Bangladesh. Water resources development is one of the subjects in which the Ins- tute has been engaged since its beginning by undertaking studies through national professionals and joint studies on the water resources of the Ganges, Brahmaputra and Meghna river basins with policy research institutes from India and Bangladesh. In order to help policymakers to develop long-term perspectives of the need for cooperation for optimal use of water available in the tributaries of the Ganges, the Institute was involved in a major track-two exercise for over five years during the 1990s. The Institute has been undertaking a series of exercises in the form of p- lication and dissemination of study findings in the field since the early 1990‘s. In that series, this book is the latest one and is published in collaboration with Springer Science + Business Media BV, Dordrecht, The Netherlands.
