Book excerpt: It is often assumed that upstream land use practices have important impacts on water resources and affect the downstream users at a watershed scale, Payments by downstream users to upstream users for "environmental services" such as good water quality, less sediments or more regular water flow are widely discussed. However, much controversy exists about the direction and magnitude of such impacts, how they influence the relationships between upstream and down-stream users, and which mechanisms allow for a sharing of resulting benefits and costs by all resource users in a watershed context. To address these issues, the FAO Land and Water Development Division organized the electronic workshop "Land-Water Linkages in Rural Watersheds" from 18 September to 27 October 2000. The present publication contains the proceedings of the workshop and two papers that set the stage for the workshop discussions. The complete workshop documentation, including discussion archive, background papers, and case studies, is included on the CD-ROM that accompanies the document.

The nearby mountains provide water for settlements and agriculture, making human development possible in the first place. Due to the development of agriculture, population and economy during the last sixty years and the increasing water consumption, a demand- and population-driven water scarcity exists today and is expected to aggravate. At the same time, the effects of climate change and land use transformations on the hydrological system and the water availability are uncertain. This study evaluates the recent and future situation by combining a hydrological water balance model for the simulation of the water supply based on scenarios of climate and land use change with a socio-economic model for projecting the future water demand including predicted growth of population and economy.

It is anticipated that the information presented in this report will: (1) identify the present and potential land and water problems and opportunities for solving them; (2) provide a basis for more effective coordination of U.S. Department of Agriculture resource programs with the related activities of each State and with other Federal agencies; (3) provide a sound basis for the development of water and related land resources by means of Public Law 566 projects for other programs; (4) indicate opportunities for development of water resources and the rehabilitation of depleted watersheds and rangelands of the national forest and public domain, as part of the multiple use programs for these Federal lands. This subbasin report includes: (1) an inventory of the natural resources; (2) an analysis of economic development; (3) a definition of the causes and extent of the resource problems; (4) an indication of present and future needs for resource development; (5) a short discussion of existing resource projects and programs; (6) a description of the resource development potential; (7) an indication of the opportunities for development under U.S. Department of Agriculture programs; and (8) suggested future programs and coordination needs among all groups and agencies. The natural resource inventory was supplemented by a detailed reconnaissance soil survey covering the subbasin. The results of the survey produced a broad but comprehensive summation of the subbasin's most basic resource, along with an interpretative tabulation of the hazards, limitations, and potentials for its use"--Page 1.
