Book excerpt: Working in collaboration with the U.S. Department of Energy (DOE) and industry project partners, the National Renewable Energy Laboratory (NREL) acts as the central data repository for the data collected from real-world operation of fuel cell backup power systems. With American Recovery and Reinvestment Act of 2009 (ARRA) co-funding awarded through DOE's Fuel Cell Technologies Office, more than 1,300 fuel cell units were deployed over a three-plus-year period in stationary, material handling equipment, auxiliary power, and backup power applications. This surpassed a Fuel Cell Technologies Office ARRA objective to spur commercialization of an early market technology by installing 1,000 fuel cell units across several different applications, including backup power. By December 2013, 852 backup power units out of 1,330 fuel cell units deployed were providing backup service, mainly for telecommunications towers. For 136 of the fuel cell backup units, project participants provided detailed operational data to the National Fuel Cell Technology Evaluation Center for analysis by NREL's technology validation team. NREL analyzed operational data collected from these government co-funded demonstration projects to characterize key fuel cell backup power performance metrics, including reliability and operation trends, and to highlight the business case for using fuel cells in these early market applications. NREL's analyses include these critical metrics, along with deployment, U.S. grid outage statistics, and infrastructure operation.

The fuel cell and infrastructure analysis provides an independent, third-party assessment that focuses on fuel cell system and hydrogen infrastructure performance, operation, maintenance, use, and safety. An objective of the ARRA fuel cell project-to deploy approximately 1,000 fuel cell systems in key early markets - has been met in two years. By the end of 2011, 504 material handling equipment (MHE) fuel cell units were operating at 8 facilities and 607 backup power fuel cell units were operating at 293 sites. MHE and backup power are two markets where fuel cells are capable of meeting the operating demands, and deployments can be leveraged to accelerate fuel cell commercialization.

No other power generating technology holds the same benefits that fuel cells offer, including high reliability and efficiency, negligible environmental impact, and security of supply. Fuel cells run on hydrogen – the simplest and most plentiful gas in the universe - although they can also run on carbon monoxide, methane, or even coal. Their applications are diverse, from powering automobiles, buildings and portable electronics, to converting methane gas from wastewater plants and landfills into electricity. Fuel Cells, Engines and Hydrogen is a controversial text that challenges the accepted industry parameters for measuring fuel cell performance and efficiency. Based on his inter-disciplinary experience in the fields of power, nuclear power, and desalination, the author contends that the development potential of the fuel cell is related to the quantity fuel chemical exergy, which, like electrical potential, is a quantitative measure of work done. The fuel cell community currently characterises these devices in terms of the enthalpy of combustion (calorific value) – however the author argues a correct, qualitatively different and fourfold larger characterisation is via the fuel chemical exergy, in units of work, and not energy. He asserts that the distortion introduced by this accepted perspective needs to be corrected before relatively efficient fuel cells, integrated with comparatively low performing gas turbines, reach the market.
