Book excerpt: In the 1970s, Hydro-Québec declared in a publicity campaign “We Are Hydro-Québécois.” The slogan symbolized the extent to which hydroelectric development in the North had come to both reflect and fuel French Canada’s aspirations. The slogan helped Quebecers relate to the province’s northern territory and to accept the exploitation of its resources. In Power from the North, Caroline Desbiens explores how this culture of hydroelectricity helped shape the landscape during the first phase of the James Bay hydroelectric project. Policy makers and citizens did not, she argues, view those who built the dams as mere workers – they saw them as pioneers in a previously uninhabited land now inscribed with the codes of culture and spectacle. This insightful work shows that if Quebec hopes to engage in truly sustainable resource development, all actors must bring an awareness of their cultural histories and visions of nature, North, and nation to the negotiating table.

Available in PDF, EPUB and Kindle. Book excerpt: A major trend in recent years in political and economic geography has been the increasingly sophisticated use of the concept of scale. Rescaling International Political Economy sits squarely in geographical debates regarding scale and globalization, but Darel Paul does it within the framework if international political economy. In particular, he argues for the importance of subnational states and localities in creating globalization, and focuses on regions in North America. Alongside his arguments about scalar transformations, Paul looks at how the processes serve transnational capital and how they work to construct the transnational capitalist class which currently rules the globe. His regulationist approach, which stresses how the centrality of state institutions in managing the global economy, will revolutionize how we think about globalization.

Available in PDF, EPUB and Kindle. Book excerpt: Power Struggles: Hydro Development and First Nations in Manitoba and Quebec examines the evolution of new agreements between First Nations and Inuit and the hydro corporations in Quebec and Manitoba, including the Wuskwatim Dam Project, Paix des Braves, and the Great Whale Project. In the 1970s, both provinces signed so-called “modern treaties” with First Nations for the development of large hydro projects in Aboriginal territories. In recent times, however, the two provinces have diverged in their implementation, and public opinion of these agreements has ranged from celebratory to outrage. Power Struggles brings together perspectives on these issues from both scholars and activists. In debating the relative merits and limits of these agreements, they raise a crucial question: Is Canada on the eve of a new relationship with First Nations, or do the same colonial attitudes that have long characterized Canadian-Aboriginal relations still prevail?

Book excerpt: What are the most important transnational governance arrangements for environmental policy in North America? Has their proliferation facilitated a transition towards integrated continental environmental policy, and if so, to what degree is this integration irreversible? These governance arrangements are diverse and evolving, consisting of binational and trinational organizations created decades ago by treaties and groups of stakeholders—with varying degrees of formalization—who work together to address issues that no single country can alone. Together they provide leadership in numerous areas of environmental concern, including invasive species, energy efficiency, water, and terrestrial and aquatic wildlife. This book explores these arrangements, examining features such as stakeholder inclusion, organizational activities and functions, and issue comprehensiveness. Overall, the contributors report an underdeveloped policy architecture consisting of fragmented regional transnational networks of stakeholders and underfunded binational and trinational organizations. They also show evidence of substantial policy entrepreneurship and a vibrant informal underbelly to North American environmental governance, which will be vital in the challenging days ahead.
