Book excerpt: Floods are difficult to prevent but can be managed in order to reduce their environmental, social, cultural, and economic impacts. Flooding poses a serious threat to life and property, and therefore it’s very important that flood risks be taken into account during any planning process. This handbook presents different aspects of flooding in the context of a changing climate and across various geographical locations. Written by experts from around the world, it examines flooding in various climates and landscapes, taking into account environmental, ecological, hydrological, and geomorphic factors, and considers urban, agriculture, rangeland, forest, coastal, and desert areas. Features Presents the main principles and applications of the science of floods, including engineering and technology, natural science, as well as sociological implications. Examines flooding in various climates and diverse landscapes, taking into account environmental, ecological, hydrological, and geomorphic factors. Considers floods in urban, agriculture, rangeland, forest, coastal, and desert areas Covers flood control structures as well as preparedness and response methods. Available in PDF, EPUB and Kindle. Book excerpt: Floods cause distress and damage wherever and whenever they happen. Flooding from rivers, estuaries and the sea threatens many millions of people worldwide and economic and insurance losses from flooding have increased significantly since 1990. Based on the work of leading researchers, this book provides an overview of advances in this important subject. It covers all aspects of flood risk including the causes of floods; their impacts on people, property and the environment; and portfolios of risk management measurement. Additional topics include climate change, estimation of extremes, flash floods, flood forecasting and warning, inundation modeling, systems analysis, uncertainty, international programs, and flood defense infrastructure and assets. The book also examines environmental, human, and social impacts; vulnerability and resilience; risk sharing; and civil contingency planning and emergency management.

Book excerpt: Notwithstanding past achievements, flood damage continues to rise throughout the world as the magnitudes of floods increase, partly as a result of poor land management and partly by climate change, growing populations and continuing development in flood-prone areas, and the aging and deterioration of flood defences. One of the major goals of water management is the protection of society from floods. That issue is addressed here in terms of such broad issues as flood analysis, flood impact, non-structural and structural flood management measures. Non-structural measures focus on flood plain management, flood insurance, flood forecasting and warning, and emergency measures during floods. Structural measures focus on catchment management, embankments and flood reservoirs. Post-flood measures are also discussed. Future planning of flood management should be based on a clear understanding of the effectiveness interventions and their impacts on river catchment ecosystems.

Book excerpt: Reducing flood damage is a complex task that requires multidisciplinary understanding of the earth sciences and civil engineering. In addressing this task the U.S. Army Corps of Engineers employs its expertise in hydrology, hydraulics, and geotechnical and structural engineering. Dams, levees, and other river-training works must be sized to local conditions; geotechnical theories and applications help ensure that structures will safely withstand potential hydraulic and seismic forces; and economic considerations must be balanced to ensure that reductions in flood damages are proportionate with project costs and associated impacts on social, economic, and environmental values. A new National Research Council report, Risk Analysis and Uncertainty in Flood Damage Reduction Studies, reviews the Corps of Engineers' risk-based techniques in its flood damage reduction studies and makes recommendations for improving these techniques. Areas in which the Corps has made good progress are noted, and several steps that could improve the Corps' risk-based techniques in engineering and economics applications for flood damage reduction are identified. The report also includes recommendations for improving the federal levee certification program, for broadening the scope of flood damage reduction planning, and for improving communication of risk-based concepts.

Book excerpt: In 1997 disastrous flooding running through the Czech Republic, Poland, Germany took the lives of a great number of people and caused economic damage estimated in tens of billions of dollars. Flooding of the Yangtze river in 1998 killed more than 3000 people, dislocated 230 million souls, and caused direct damage of more than $ 45 billion. Both the general public and the experts are asking what we can learn from these recent events to reduce loss of life and flood damage. The 1997 floods were dealt with by experts from the Czech Republic, Poland and Germany, who presented timely reports on combatting floods, both success stories and shortcomings. This experience is further extended by reports from experts drawn from 13 other countries, developing a broad overview of flood risk management, covering the ecosystem approach to flood management, including socioeconomic issues, flood impacts on water quality, human health, and natural ecosystems.
