The Roosevelt Administration was making a genuine effort to help these down-and-out vets, many of whom suffered from what is known today as post-traumatic stress disorder. But the attempt to help them turned into a tragedy. The supervisors in charge of the veterans misunderstood the danger posed by hurricanes in the low-lying Florida Keys. In late August 1935, a small, stealthy tropical storm crossed the Bahamas, causing little damage. When it entered the Straits of Florida, however, it exploded into one of the most powerful hurricanes on record. But US Weather Bureau forecasters could only guess at its exact position, and their calculations were well off the mark. The hurricane that struck the Upper Florida Keys on the evening of September 2, 1935 is still the most powerful hurricane to make landfall in the US. Supervisors waited too long to call for an evacuation train from Miami to move the vets out of harm’s way. The train was slammed by the storm surge soon after it reached Islamorada. Only the 160-ton locomotive was left upright on the tracks. About 400 veterans were left unprotected in flimsy work camps. Around 260 of them were killed. This is their story, with newly discovered photos and stories of some of the heroes of the Labor Day 1935 calamity.

The official death toll estimate of 2,975 lost lives means this record storm became one of the most devasting hurricanes not only for Puerto Rico but for the U.S. Many of these deaths, as well as the prolonged human suffering, were attributed to what was described as inadequate disaster response and slow restoration of basic services (including running water, electricity, and the provision and distribution of food and medicine), and not to the direct impact of the hurricane itself. At the same time, Hurricane Maria made landfall when Puerto Rico had been confronting a severe economic crisis surging for over a decade. This crisis, referred to as La Crisis Boricua, was characterized by a significant loss of industry and jobs, a deteriorating infrastructure, record net outmigration, a shrinking and rapidly aging population, rising healthcare under-coverage, a bankrupt government, and federal legislation restricting fiscal policy decisions made by elected officials on the island. Thus, Hurricane Maria exacerbated the effects of La Crisis Boricua on the socioeconomic, health, and demographic outcomes affecting Puerto Ricans on the island and U.S. mainland. Bringing together scholars from a wide variety of disciplines (including economics, sociology, demography, health, psychology, disaster research, political science, education, the arts, and others), this volume represents one of the first interdisciplinary sets of studies dedicated to analyzing the effects of Hurricane Maria on island and stateside Puerto Ricans. Specific topics cover Hurricane Maria’s impact on labor market outcomes, including wages and employment by industry; health implications, including mental health; changes in artistic expression; civic engagement; and disaster response and recovery. A common thread through many of the chapters was the destruction of Puerto Rico’s electrical grid and the prolonged restoration of electricity and other essential services that resulted in the loss of thousands of lives.

In 1953, the U.S. Weather Bureau adopted female names to identify hurricanes and other tropical storms. Within two years, that convention came into question, and by 1978 a new system was introduced, including alternating male and female names in a pattern that continues today. In Tempest: Hurricane Naming and American Culture, Skilton blends gender studies with environmental history to analyze this often controversial tradition. Focusing on the Gulf South—the nation’s “hurricane coast”—Skilton closely examines select storms, including Betsy, Camille, Andrew, Katrina, and Harvey, while referencing dozens of others. Through print and online media sources, government reports, scientific data, and ephemera, she reveals how language and images portray hurricanes as gendered objects: masculine-named storms are generally characterized as stronger and more serious, while feminine-named storms are described as “unladylike” and in need of taming. Further, Skilton shows how the hypersexualized rhetoric surrounding Katrina and Sandy and the effeminate depictions of Georges represent evolving methods to define and explain extreme weather events.
