Available in PDF, EPUB and Kindle. Book excerpt: "Modern society has eliminated the inhumane debtors' prisons for handling the insolvent debtor and in their stead have enacted benign modern laws in the area of bankruptcy. Unscrupulous merchants now use these benign laws for fraudulent purposes." Based on case studies in Argentina, Brazil, Mexico, and Venezuela, this is the first publication to provide recommendations about the important legal and institutional issues that are involved in bankruptcy reform in a critical region of the global economy. The authors note that effective bankruptcy policy balances several requirements for the conduct of a stable, successful economy. For example, it might be in the greatest interests to all parties if a company is given an opportunity to restructure and make use of the scarce resources remaining in its possession. On the other hand, inefficient firms, especially those that have long survived only on state subsidies, may need to fail in order to free space in the market for more efficient, better-managed companies. Finally, there are the needs to enforce loan contracts and provide an equitable system of debt collection.

Book excerpt: Almost one-third of the world's population has embarked on a transition from planned to market economies. Like economic reforms elsewhere, the long-term goal of this transition is to build a thriving market economy capable of delivering long-term growth in living standards. Now in its 19th annual edition, the World Development Report 1996 takes an in-depth look at these transition countries, focusing on the key lessons that have taken place thus far. The introduction to the Report poses a number of key questions that are addressed in later chapters, including questions relating to initial challenges and how contries have tackled them from very different starting points and political conditions. The Report also focuses on the additional challenges these transition countries face, with a final chapter that summarizes the main conclusion of the Report, creating a text that will no doubt become the definitive source for students stydying international economics and politics.

This report is the second in a series of technical papers published by the World Bank on the Early Childhood Development (ECD) Initiative launched by the Bank's Africa Region. The review complements a previous paper, The Condition of Young Children in Sub-Saharan Africa, which outlined the shape and scale of children's survival needs and documented how in Africa children face greater challenges to healthy development than in any other region in the world. The present review explores ways of meeting these developmental challenges. It focuses on efforts that address the intersecting health, nutrition, and early education needs of children up to six years old in their institutional and socio-cultural environments. The paper also reviews current programs and policies across a set of 11 country experiences, including case studies from Angola, Kenya, Mauritius, and South Africa, revealing the policy and institutional conditions necessary for sustained impact of ECD efforts.

Book excerpt: Financial Markets play an important role in economic development, channeling saving to investments and facilitating growth. In Eastern Europe financial markets were initially much underdeveloped, and lacked the skills and infrastructure they needed to be efficient, having not acquired them in the pre-transition era. The book offers a both theoretical and empirical analysis of financial markets in transitional economies. It investigates financial markets in Hungary, the Czech Republic, and Poland, and their role in the developments in the 1990s.
