Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

Book excerpt: Since the fall of the Taliban from power in Afghanistan, United States, Coalition, and North Atlantic Treaty Organization forces have been conducting stability and reconstruction operations throughout Afghanistan. One of the U.S. government's strategies for establishing an environment that is sufficiently stable to facilitate reconstruction, development, and growth was the creation and stationing of Provincial Reconstruction Teams (PRT) throughout Afghanistan. These joint, inter-agency and multi-national (JIM) teams comprised of military, governmental and host-nation personnel which have been operating for over two years have become the focal point for much debate between International Organizations (IOs), Non-Governmental Organizations (NGOs) and the military regarding civil-military cooperation in post-conflict scenarios. Among the concerns that repeatedly arise are security, the proper role of the military in providing assistance, information sharing, coordination and the preservation of "humanitarian space" upon which IOs and NGOs rely to perform their tasks. This project will focus on the effect that the PRTs have had on these pivotal concerns and contrast the different perspectives from which international civilian assistance providers and military actors view these issues. This research project concludes with specific recommendations for the PRTs, as well as a general set of suggestions for enhancing the relationship between military forces and civilian assistance providers simultaneously operating in close proximity to one another.

The first two chapters look at civil-military cooperation in general and demonstrate ways to analyse the concept of civil-military cooperation with approaches of civil-military relations and inter-organizational relations. The third and fourth chapter will look at the institutional theory and its explanatory framework for analysing civil-military cooperation. The analysis of civil-military cooperation in the institutional framework will occur with the method of the policy cycle and looks at the NATO CIMIC Framework and its implementation in the cases of Afghanistan and Kosovo. Since the end of the cold war, the number of conflicts and humanitarian crises increased and the efforts of the international community in crisis management occur in highly complex situations in which sole military or humanitarian efforts cannot provide a solution to the situation. Civil-Military cooperation has become the catchphrase when talking about how to manage and solve complex crises. There are two different understandings of the term civil-military cooperation. In its basic form, it describes ‘the interaction between civilian humanitarian actors and international forces during complex emergencies’. The second understanding was developed by the military and referred ‘to the liaison and coordination processes and mechanisms that are established to facilitate relations between military forces and civilian agencies’ ‘in order to achieve military objectives’. Both definitions are broad and allow every organization to develop their understanding of civil-military cooperation. The most known concept is CIMIC by the North Atlantic Treaty Organization (NATO). However, other organization, like the United Nations (UN) or the European Union (EU), as well as humanitarian actors, have their understanding of civil-military cooperation. The interesting question is not how each organization understands civil-military cooperation, but how an organization formulate and implement the concept of civil-military cooperation as part of its institutional framework. More narrowly, it describes the relationship between the civil authority of a given society and its military authority. Studies of civil-military relations often rest on a normative assumption that civilian control of the military is preferable to military control of the state. The principal problem they examine, however, is empirical: to explain how civilian control over the military is established and maintained. Civil-military relations are those interactions between the military and civilian actors that in some way relate to the power to make political decisions. Traditionally, the study of civil-military relations levitated around questions of who is master and who is servant in civil-military relations and who “guards the guardians” of the nation. In other words: the question of civilian control is at the heart of civil-military relations. Even though in recent years, especially with the fall of the Berlin Wall, democratization processes in eastern Europe, the enlargement of the North Atlantic Treaty Organization (NATO) and the proliferation of peace-building missions and programs in so-called post-conflict societies, the concept of security sector governance or security sector reform has gained prominence in the academic and policy-oriented literature, civilian control remains the central issue in civil-military relations in emerging democracies. The intervention required 40,000 heavily armed combat troops from NATO and Partnership for Peace countries to provide security and coordinate relief efforts with the UN, the OSCE, and over 500 humanitarian organizations. CIMIC provided the mechanism for such cooperation and support. Like any concept employed in coalition warfare, CIMIC varied widely in the quality of its application. This study examines the effectiveness of CIMIC within each brigade area and throughout the province as a whole. It identifies best practices and common mistakes to derive lessons that might inform the conduct of future missions, such as those currently underway in Iraq and Afghanistan.

Book excerpt: Forging Peace was a three-day working conference on civil-military relations in complex humanitarian crises, co-sponsored by The Marshal Legacy Institute and the National Security Program of the Kennedy School of Government at Harvard University. It was held March 13-15, 1998 in Cambridge, Massachusetts. Some 80 leaders, policy-makers and operational experts from government, military, academia, non-government (NGO) and international communities drew together in search of ways to improve crisis response mechanisms. Conference goals included the sharing of information, promoting greater understanding of institutional cultures, and developing specific processes and actions that ultimately will make a difference for operators on the ground. The conference achieved its goals, owing to the depth of commitment, knowledge, and experience of the participants. A core group of prominent international leaders helped guide discussions and challenged participants to focus on "realistic and achievable" solutions. Plenary speakers further encouraged participants and laid the foundation for seven focused working groups. Insightful, well-researched read-ahead papers enabled all working group members to begin their discussions on common ground. Highly experienced and dedicated Chairpersons led each of the working groups, which thoroughly debated specific issues within their operational areas.
