Book excerpt: Some of the biggest challenges states in the Western Balkans are facing since the end of the Cold War are non-traditional security threats. Although recent studies have argued that “history has returned” and that traditional security threats have come back to become core challenges for states, authors of this paper argue that due to geopolitical, political, economic and cultural factors, the states in the region suffer more from non-traditional or “soft security” rather than “hard security” threats. In this paper, the authors are focused on two of such threats: organized crime and terrorism. The region of the Western Balkans is quite vague and imprecise as a concept, and for the purpose of this paper, we use the term to refer to the former Yugoslavia, excluding Slovenia and Croatia and including Albania. Two methodological approaches are used: discourse analysis and semi- structured interviews. The paper consists of three parts. The first part deals with the theoretical and conceptual change of security in the Western Balkans by focusing on key security challenges which the states are facing. In the second part, the paper identifies main contemporary threats, focusing on two most significant threats: transnational organized crime and terrorism. In the third part, the paper analyses alternative approaches that these states can use to overcome these security threats.

Physically, because of the number of people killed and wounded, structurally, because it threatens social peace and over-reaction tends to undermine our basic values. The authors of the chapters in this book are multinational and interdisciplinary. Their papers were presented for discussion at the Advanced Research Workshop (ARW) held in Skopje (FYROM) 11-14th April 2018 on “Defence Against Terrorism, Enhancing Resilience of Democratic Institutions and Rule of Law”, organized within the NATO Science for Peace and Security Programme. Results can be summarised as follows. Counter-terrorist strategy must aim to achieve less, not more, terrorism. The countries with best results are the ones that cultivate human intelligence, confidence between security services and the local population, together with a tradition of effective respect of the Rule of Law. Militarization of internal security, and intelligence systems mainly based on databases (“big data”) and artificial intelligence, though popular, are showing serious limits. More effective democracy, not less, is the key to the resilience of our societies against the “new threats”, particularly for confronting the criminal violence of terror. In discussion, some core necessities were identified: to recognize that it is the method used, not the aims, that define criminal organisations as terrorist; that there is a structural link with organized crime for financing and operative support, and that corruption facilitates and protects any illegal activity; social capital must be developed as a fundamental basic tool for enhancing resilience. This book aims to help analyse the networks and contexts that feed terrorism. It provides anyone confronted with security issues an understanding of the negative as well as the positive aspects of specific counter-measures.

The region is strife with narcotics trafficking, organized crime, religious fundamentalism, and terrorism. Allowing failing and failed states to foment transnational terrorism through inability or inaction incurs great risk and future cost. As such, it is in the interest of the United States to assist the western Balkans in improving internal security and bringing the rule of law to ungoverned areas. An objective analysis of the situation in the western Balkans combined with the analysis of EUCOM's Theater Cooperation Strategy Plan (TSCP) shows that EUCOM has done a commendable job in progressing toward the desired end state of stability in the Balkans. That being said, there is significant room for improvement, especially in the arenas of information operations and strategic communications.

Immediate answers have been characterised by measures restricting the freedom circulation of travellers and by divisive political discourses. [...] This view is largely shared and therefore we are encouraged to launch a project giving the Balkan region the visibility it deserves at this point in time. Following this context, the conference is structured into four panels. The first panel discusses on how these troubled countries can be reconnected in a common political discourse and security network within a multilateral context. The second panel will not only sketch the existing regional security landscape marked by criminal networks, small arms proliferation, illegal trafficking and terrorist groups, but also see how NATO and EU as security providers can better combine initiatives, resources and operations in order to blunt and neutralise these challenges. The third panel considers Russia’s influence, the different national positions and the options in order to deal and negotiate jointly and effectively visavis the comeback of this geopolitical actor. The last panel will conduct a critical evaluation of NATO’s integration activities and of European enlargement plans in order to take into account the changing political climate within member countries and to plot a new Euro-Atlantic common course.
