Millions of people in regions like the Middle East or East and Central Africa or Central Asia where new wars are taking place live in daily fear of violence. Moreover new wars are increasingly intertwined with other global risks the spread of disease, vulnerability to natural disasters, poverty and homelessness. Yet our security conceptions, drawn from the dominant experience of World War II and based on the use of conventional military force, do not reduce that insecurity; rather they make it worse. This book is an exploration of this security gap. It makes the case for a new approach to security based on a global conversation- a public debate among civil society groups and individuals as well as states and international institutions. The chapters follow on from Kaldors path breaking analysis of the character of new wars in places like the Balkans or Africa during the 1990s. Immediate answers have been characterised by measures restricting the freedom circulation of travellers and by divisive political discourses. [...] This view is largely shared and therefore we are encouraged to launch a project giving the Balkan region the visibility it deserves at this point in time. Following this context, the conference is structured into four panels. The first panel discusses on how these troubled countries can be reconnected in a common political discourse and security network within a multilateral context. The second panel will not only sketch the existing regional security landscape marked by criminal networks, small arms proliferation, illegal trafficking and terrorist groups, but also see how NATO and EU as security providers can better combine initiatives, resources and operations in order to blunt and neutralise these challenges. The third panel considers Russia’s influence, the different national positions and the options in order to deal and negotiate jointly and effectively visavis the comeback of this geopolitical actor. The last panel will conduct a critical evaluation of NATO’s integration activities and of European enlargement plans in order to take into account the changing political climate within member countries and to plot a new Euro-Atlantic common course.

Book excerpt: The Balkans remains a region characterized by inadequate efficiency of state institutions, social and economic instability, organized crime, corruption and unsatisfactory human and minority rights; any of which could be a source for the re-escalation of violence with an ethnic or religious motivation. This book presents the proceedings of the NATO two-day Advanced Research Workshop (ARW), focused on Evolving Asymmetric Threats in the Balkans, held in Belgrade, Serbia in October 2010. Thirty-eight scientists and representatives from NATO and partner countries attended the workshop, with the aim of enhancing cooperation and strengthening the relationship between participating countries, examining the asymmetric threats still active in the Balkans and assessing their influence upon the security and stability in the region. Following an introductory overview of the characteristics, mutual challenges, risks and threats in the region, the workshop was divided into four sessions which covered: terrorism in the Balkans; religious and ethnic extremism; organized crime and corruption and other threats to the region. Each of the first three sessions was followed by a discussion focusing on a number of issues, including the role of the armed forces, combating organized crime and the smuggling of military equipment. The spirit of cooperation, development, democracy, diplomacy, integration and defense evident throughout the workshop, points the way towards positive collaboration among the member states to improve the situation in this troubled region.
