Parliamentary elections in 2009 were considered peaceful, free, and fair. Government security forces reported to civilian authorities, although the terrorist group Hizballah and Palestinian security and militia forces were outside the direction or control of government officials. Security forces committed human rights abuses. The most significant human rights abuses during the year were torture and abuse by security forces, harsh prison and detention center conditions, and limitations on freedom of movement for Palestinian and Syrian refugees. Other human rights abuses included arbitrary arrest and detention; lengthy pretrial detention; a judiciary subject to political pressure and long delays in trials; violation of citizens' privacy rights; some restrictions on freedoms of speech and press, including intimidation of journalists; some restrictions on freedom of assembly; reports of harassment of Syrian political activists and other refugees; restrictions on citizens' right to change their government; official corruption and lack of transparency; widespread violence against women; societal, legal, and economic discrimination against women; trafficking in persons; discrimination against persons with disabilities; systematic discrimination against Palestinian refugees and minority groups; discrimination based on sexual orientation; killings related to societal violence; restricted labor rights for and abuse of migrant domestic workers; and child labor.

Lebanon's coronavirus lockdown has sent an economy already in deep trouble into freefall, and many are struggling to survive. Gino Raidy is an activist who was prominent during the October 2019 anti-government corruption protests. Now, with many fearing hunger and believing there is nothing left to lose, he is helping to keep demonstrators safe as they demand real and lasting change. Hence it is very important that Prime Minister Hassan Diab urgently restores economic stability and basic human rights in Lebanon, by co-operating and working together with activists such as Gino Raidy and Lebanon's human rights movement.

The Syrian civil war has strained the Lebanese Armed Forces’ (LAF) cohesion and threatens its neutrality – its most valued assets in a divided society. The spill-over from the Syrian civil war and Hezbollah’s military engagement has magnified the security challenges facing the Army, making it a target. Massive foreign grants have sought to strengthen its military capability, stabilize the country and contain the Syria crisis. However, as this volume demonstrates, the real weakness of the LAF is not its lack of sophisticated armoury, but the fragile civil–military relations that compromise its fighting power, cripple its neutrality and expose it to accusations of partisanship and political bias. This testifies to both the importance of and the challenges facing multi-confessional armies in deeply divided countries.
