Each report presents current arrangements and initiatives in the respective country’s skills development strategies. These are complemented by critical analyses to determine key issues, challenges, and opportunities for innovative strategies toward global competitiveness, increased productivity, and inclusive growth. The emphasis is to make skills training more relevant, efficient, and responsive to emerging domestic and international labor markets. Available in PDF, EPUB and Kindle. Book excerpt: Human capital is a central determinant of economic well-being and social advancement in the modern world economy. The concept of human capital covers the knowledge, skills, nutrition, and health that people accumulate over their lives, enabling them to realize their potential as productive members of society. Because of the vital importance of human capital for economic growth, the World Bank has launched the Human Capital Project (HCP), which includes the Human Capital Index (HCI). The objective of the HCP is to accelerate human capital development around the world. The HCI is a cross-country metric designed to measure and forecast a country’s human capital. Sri Lanka is a lower-middle-income country seeking to become an upper-middle-income country. Developing human capital to a new and higher level will be central to achieving this development goal. After the country’s 26-year secessionist conflict ended in 2009, Sri Lanka’s economy enjoyed rapid growth at an average rate of almost 6 percent between 2010 and 2017, reflecting a peace dividend and a determined policy thrust toward reconstruction and growth. However, in more recent years there have been signs of a slowdown. The economy is transitioning from a predominantly rural economy to a more urbanized one. In the context of the HCP and the HCI, Sri Lanka Human Capital Development analyzes the main achievements and challenges of human capital development in this East Asia and Pacific island country in health and nutrition—including stunting—and in education—including the challenges posed by Sri Lankans’ low participation in higher education. The report concludes with a look at the importance of building a consensus among the public and other stakeholders to launch an ambitious human capital development program in Sri Lanka.

Book excerpt: Human Resource Management (HRM) is fundamentally shaped by institutional and cultural factors, such as the different political environments and social philosophies of particular countries and regions. By examining the various organizational aspects of business life and systems of people management in Asia, the study of HRM across the continent can, therefore, give us a greater understanding of Asian societies, as well as the contemporary world of work more generally. This handbook provides an up-to-date and intellectually engaging overview of HRM in the Asian context. Distinctive in its comprehensive coverage of traditional as well as emerging topics of HRM, it analyzes important themes, such as the regulatory framework for work and employment, religiosity, family business, and gender. Using a comparative approach, it also effectively highlights the unique features of each country’s attitudes towards HRM. Covering a range of themes and case studies, sections include: • Institutional and cultural contexts, • Labour regulation and industrial relations, • Thematic and functional HRM, • HRM in selected Asian countries, such as China, Japan, Vietnam, India, and Singapore. Written in a highly accessible style, this book will be useful to students and scholars of Human Resource Management, Asian Business, Economics, and Sociology. Book excerpt: Information and communication technology (ICT) has the potential to revolutionize education equity, quality, and efficiency. South Asia's governments have recognized this potential and invested in ICT-focused education initiatives and projects. While these efforts helped to introduce ICT-enabled teaching and learning practices, they may not be sufficient for widespread sustainable adoption within their countries. The stage of implementation and impact of investments also vary significantly from country to country in South Asia. This paper examines the existing state and gaps of ICT in education of three South Asian countries---Bangladesh, Nepal, and Sri Lanka---and suggests strategies to address these gaps.

Available in PDF, EPUB and Kindle. Book excerpt: With the onset of globalization, liberalization and technological market changes, organizations are making many strategic responses by redefining their portfolios, processes, systems and structures. At operational level, these responses are: (i) Portfolio related responses (mergers, acquisitions, demergers, diversification, share buy-back, divestiture, and so on) process related strategic responses (quality strategy, international quality certification, JIT, benchmarking, core competence, etc.) and (iii) structure related responses (strategic business units, matrix structures, and flat organization structures). This well-organized and compact text gives a brilliant analysis of the significance of the HRD system in planning and implementation of strategic responses, focussing on the alignment between strategic responses of organizations and HRD in India~s most valuable companies. The entire theme is presented with the help of exhaustive literature review and is based on empirical study conducted in 59 Indian organizations. The book is unique as it provides overview of 26 strategic responses and the role of HRD in them. The book is profusely illustrated and contains 140 tables, and a fairly large number of figures and boxes, which will enable the readers to grasp the subject with ease. The comprehensive References will be of great help in delving deeper into the topics discussed. Designed primarily as a textbook for postgraduate students of management, and postgraduate diploma students in Business/Human Resource Management, this indepth and fascinating study on strategic human resource development will be highly useful to consultants and practitioners in HRD and all those involved in strategic management/corporate planning.

Available in PDF, EPUB and Kindle. Book excerpt: Sri Lanka’s early achievements in education and literacy became well known among the international development community in the middle of the last century and were often used to benchmark progress elsewhere. Development, Education and Learning in Sri Lanka presents an illuminating narrative of changing education fortunes and inequalities, based on half a century of research. This research journey was undertaken in collaboration with Sri Lankan researchers island-wide in myriad communities, schools, classrooms and education offices, through conversations with countless parents, teachers, students, community members, trade union officers, politicians and members of local, national and international development agencies, as well as through extensive documentary analysis. The book delineates the distinctive and changing features of the Sri Lankan education system through comparisons with systems elsewhere, through an understanding of national political, economic and social conditions, crises and upheavals, through changes in education policy and through shifting patterns of opportunity among diverse social groups. These analyses are framed by themes in the international development discourse ranging from modernisation to basic needs to globalisation and sustainable development, some of which themes have been influenced by the Sri Lankan story. The book’s overriding messages are the need to understand education and development in a country’s own terms, and to place learning at the heart of education policy, situating it within broader conceptions of the purpose, values and means of development. Praise for Development, Education and Learning in Sri Lanka 'Through rigorous and comprehensive research and a blend of local and global perspectives, this book offers invaluable insights for academics and policymakers alike.' Tara de Mel, Director, Bandaranaike Academy for Leadership and Public Policy and former Secretary, Sri Lanka Ministry of Education 'Reflecting on a career-long engagement with education and development, Angela Little brilliantly co-locates the personal, political and the theoretical. A privilege to read.' Simon McGrath, University of Glasgow 'This passionate engagement with education reform and development offers very instructive lessons for academics and policymakers in Sri Lanka, and beyond.' Siri T. Hettige, University of Colombo 'Fifty years of personal experience in Sri Lanka from many vantage points. A focus on education and society, rather than education alone. And a concern to understand rather than prescribe. This book has no competitors.' Mick Moore, Institute of Development Studies, Sussex

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on contributions from leading academics in the field, this volume within the Routledge Series in Human Resource Development specifically focuses on Global Human Resource Development (HRD). Specifically, the volume provides an overview of 17 regions, 85 countries and includes one emerging market grouping, CIVETS. This book examines the role of the state in HRD, the relationship between HRD and the level of economic development in the country or region, the influence of foreign direct investment within the country or region, and firm-level HRD practices within countries or regions. Global Human Resource Development analyzes HRD from institutional and cross-cultural perspectives, making it possible, for the first time, to analyze trends across countries and regions and to draw conclusions about the value of institutional and cross-cultural perspectives in the HRD context. There is currently no book on the market that conceptualizes the discipline of global HRD in this way, making this a definitive book on HRD across the globe of particular interest to researchers and reflective practitioners.
