Book excerpt: This dissertation examines how human resources are managed at selected Ethiopian private companies, how Ethiopian human resource management practice is evolving and how it can be improved. The examination is qualitative and exploratory, since no comparative research on human resource management has yet been conducted at Ethiopian profit or non-profit organizations. An understanding of Ethiopian human resource management practice makes it possible to improve Ethiopian human resource management practice, and thus to increase employee productivity. The study took place at four manufacturing and four service companies in Addis Ababa, all representative of their sector. The research claim is that Ethiopian human resource management practices differ from human resource management practices in the West, due to differences in cultural factors, economic systems, political systems, and legal and industrial relations. For this reason, Ethiopia s culture, politics, economy and legal and industrial relations have been analyzed. The main finding of this study is that the importance of human resource management is not uniformly understood at all the case-study companies. Although the multinational companies based in Ethiopia see their human resources as the companies most important asset, as human capital, the local companies generally do not. The fact that respondents claim that Ethiopia has limited experience in industrialization might explain why human resource management in Ethiopia is rudimentary and still has a long way to go. With this dissertation the researcher wants to contribute to improving Ethiopian human resource management practice. Moreover, this dissertation may be used as a framework for similar research in other sectors or for more specific in-depth research. This dissertation may also serve as a knowledge base for company managers, business consultants, academics and government officials of countries with a national culture similar to Ethiopia s (for example Kenya, Tanzania and Zambia), countries undergoing (or which have undergone) a recent transition to a free market economy, and countries facing similar macro-economic developments.

Human resource management (HRM) is a comprehensive and logical approach to the employment and development of people. It can be regarded as a philosophy about how people should be managed, which is reinforced by a number of theories relating to the behavior of people and organizations. Human resource management is a process of bringing people and organizations together so that the goals of each group are accomplished. This implies HRM is part of the management process, which is concerned with the management of human resources in an organization. HRM tries to secure the best from people by captivating their unreserved cooperation. In this way, it includes systematic planning and control of a network of the necessary organizational processes affecting and involving all organizational members including human resource (HR), planning, job and work design, job analysis, staffing, training and development, achievement evaluation and review, compensation and incentives, employee safety and representation and organizational improvements. A cooperative bank is a business organization which is the proprietorship of its members, who are simultaneously the possessors and the clients of the bank. Cooperative banks are often established by individuals belonging in common interest. According to Gupta & Jain (2012), alike any financial institutions, Cooperative Banks in most parts of the world take deposit and lend money. It also provides financial assistance to the people with slight revenues to safeguard them from the debt deception of the cash lender. Cooperative banks are prescribed and managed on the principal of cooperative, self-help & mutual help. As any financial institutions, in Cooperative Bank of Oromia, proper human resource management is vital for its existence and development. Thus, human resource professionals and the bank’s executives are seen employing different mechanisms to retain their experienced employees. Due to this, the study assessed existing conditions in Cooperative Bank of Oromia how it has been applying human resource management practices that enable to attain best performance.

The human capital development proxies are education and health expenditures to ratio of GDP, labor force participation and secondary education enrollment ratio, while real GDP per capita is a proxy variable of economic growth. The study applied Johnson Maximum Likelihood co-integration test and error correction mechanism to identify the impact of human capital development on Economic growth both in the long run and short run. The finding reveal that human capital development proxies (secondary education enrollment rate and public health spending to share of GDP) and labor force exhibit negative and significant effect on economic growth in the long run, while government expenditure on education exhibits positive and significant effect on economic growth in the long run. Hence, education spending is the main contributor of real GDP per capita in the long run. However, health spending did not contribute to human capital development and economic growth in the long run.

Book excerpt: Sub-Saharan Africa, the poorest region worldwide, has only recently begun to fully address the issues of meeting the water needs of its rapidly growing population, to reduce the deepening poverty besetting the region and to accelerate economic growth. The Nile Basin, characterized by sharp spatial and temporal variations in water resources and including countries with different economies, social and political structures and capacities, illustrates the challenges of developing and managing the waters of the Nile River and its tributaries, lakes and wetlands equitably among its 10 riparian countries. Ethiopia, the major source of the Nile but one of the poorest countries in the Nile Basin, has recently begun to implement plans to harness more Nile water through hydroelectric and irrigation development both for national use and for transboundary development as part of the Nile Basin Initiative. The Ethiopian government and communities, by using different management approaches and resources, are trying to boost water, energy and food production, strengthen conservation efforts and mitigate potential repercussions of water resources development. These initiatives and programs have not been comprehensively examined. In this study, the editors address these and other issues surrounding water resources management in all economic and water sectors in Ethiopia within the setting of the Nile Basin, the first comprehensive treatment of this subject. The wide scope of this book is consistent with the tenets of integrated water resources management, which demand that all water uses be managed in an integrated fashion for optimum and sustainable benefits to all water users, both humans and ecosystems. This book reveals the impacts of various resource management approaches and practices in Ethiopia and the Nile Basin. Specifically, it examines how deforestation and prevailing land use practices have exacerbated soil aridity and flood events, why irrigated agriculture and hydropower development have caused floodplain degradation, livelihood hardships and water-related diseases, where industrial and agricultural development is increasingly polluting water resources, how household water supplies can be obtained through rainwater harvesting and the dependence on hydropower reduced through alternative energy sources and how misguided government policies have impeded efforts to deal with these and other challenges. Results reveal dynamic interrelationships between these processes and identify the human and environmental driving forces, which must be understood in effective integrated water resources management. Another unique contribution of this book is the examination of the role of government and communities in managing water resources in Ethiopia. Results show that the top-down approach used by the socialist Derg government in soil and water conservation and social programs exacerbated water problems and reduced community participation. Moreover, the failure of its economic program reduced agricultural production, increasing dependency on relief food and further impeding community initiatives in soil and water conservation activities. Many elements of central planning persist in spite of the decentralization drive by the current government, but there is evidence that integration of the top-down and bottom-up approaches to water resources management is necessary (and feasible) to strengthen and up-scale programs to the national level. The book identifies a number of customary water and soil management practices and institutions that may strengthen especially community-based rainwater harvesting, small-scale irrigation, reforestation, soil and water conservation and flood control efforts. This is an important book for researchers and students of resources management, rural development, hydrology and African studies.
