This study examines whether health and education levels are converging across countries and calculates their convergence speed, using data from 100 countries during 1970–96. A 3SLS procedure is used in a joint analysis of human capital convergence. The results confirm that investments in education and health are closely linked. We find unconditional convergence for life expectancy and infant survival, and enrollment rates, on average and by gender; and conditional convergence for all human capital indicators, including class size.

We specify alternative measures of human capital and apply them to an enhanced growth model which we estimate parametrically, nonparametrically, and with a threshold model. Our results show that economic convergence is pronouncedly conditional on human capital across all our measures of human capital. The positive "benefit of being backward" due to lower initial income is almost trumped by the negative impact of low levels of human capital among the poorest areas.

The study finds unconditional convergence for life expectancy and infant survival, and for the stock of education as measured by average levels of total and secondary schooling in the adult population.

Book excerpt: This paper examines the convergence process across countries for the period 1980-2000, giving special attention to the role of human capital as a conditioning factor. The originality of the study is in the use of new proxies for human capital, such as publications and patents ratio and the patents/articles ratio which reflect the efficiency of the scientific work, in contrast to the quantitative measures usually used in the growth literature. The analysis suggests that: (i) convergence is conditional on structural factors, population growth, human and physical capital; (ii) the new proxies of human capital control fairly well the different steady-states among countries; (iii) the different levels of human capital affect countries differently, according to their levels of development. Higher levels of human capital are suitable to differentiate the convergence process among developed countries, and basic or intermediate levels are more suitable to differentiate convergence among the less developed countries.

Book excerpt: While the literature on economic growth provides mixed evidence on convergence across different countries and regions, a large number of studies point toward the widening income gap between rich and poor. In the development literature, a broader range of national welfare indicators beyond income per capita -- health and education in particular -- are considered important instruments for measuring progress in human development. This article examines education and other selective welfare indicators to determine if there has been unconditional and conditional convergence across the districts of Pakistani Punjab over the period 1961-2008. The study can be considered part of the growing literature that looks at growth theory in developing countries in the context of human capital. Thus far, few studies have examined human capital in the context of convergence, and Pakistan has not been studied in any depth up to now. The results of our empirical analysis show that over the last five decades, both unconditional and conditional convergence has taken place in literacy rates across Punjab, and that this has been accompanied by increased gender parity in educational enrollment levels and improved housing conditions.
