We take the hypothetical exit of Finland as a concrete example. Although there is a way out of the euro for Finland and other member countries, exit would not be easy, nor would its short-term costs be known beforehand with any clear margin. We find the lack of a domestic payments system and uncertainty concerning the redenomination costs to be the biggest risks associated with the cost of Finland's exit. Still, the costs of Finland's exit need not be very large, around 10 billion euros in the best-case scenario, but we also acknowledge a very costly scenario for the exit. Any member country considering exit from the euro should weigh the short-term costs of an exit against the possible long-run benefits of having a domestic currency.

Who supported and opposed the different policy options in the crisis domestically, and how did the distributive struggles among these groups shape crisis politics? Building on macro-level statistical data, original survey data from interest groups, and qualitative comparative case studies, this book argues and shows that the answers to these questions revolve around distributive struggles about how the costs of the Eurozone crisis should be divided among countries, and within countries, among different socioeconomic groups. Together with divergent but strongly held ideas about the 'right way' to conduct economic policy and asymmetries in the distribution of power among actors, severe distributive concerns of important actors lie at the root of the difficulties of resolving the Eurozone crisis as well as the difficulties to substantially reform EMU. The book provides new insights into the politics of the Eurozone crisis by emphasizing three perspectives that have received scant attention in existing research: a comparative perspective on the Eurozone crisis by systematically comparing it to previous financial crises, an analysis of the whole range of policy options, including the ones not chosen, and a unified framework that examines crisis politics not just in deficit-debtor, but also in surplus-creditor countries.

Portugal, Ireland, and Spain have also had to rely on rescue packages by the European Union, and it remains unclear to what extent their economies will weather the crisis.One of the options discussed in this context is for individual countries to leave the Eurozone. Initially, this option was brought into play solely for countries like Greece that were at the center of the economic crisis. Some believe that such countries could profit from leaving the Eurozone because a subsequent devaluation of their national currencies would make it easier for their economies to become competitive again.More recently, however, it has been suggested that some of the more stable EU Member States -- most notably Germany -- might also want to leave the Eurozone. The chief attraction of such a move would be to avoid being caught by mountainous liabilities generated by ever-new rescue packagesAgainst this background, a crucial question is whether the Member States have a unilateral right to exit the Eurozone while staying in the European Union. In the existing literature, this question has so far been answered with a resounding, “no.” By contrast, this Article takes the opposite position. More specifically, my argument has two steps: First, I show that, as a doctrinal matter, the case against a right to withdraw from the Eurozone is far from compelling. Second, I demonstrate that, under certain conditions, a right to leave the Eurozone is desirable as a matter of legal policy.

The authors contend that to defend the euro at all costs weakens the European economy and threatens the cohesion of the European Union. If pro-European and pro-market EU leaders do not dismantle the eurozone, it will most likely be done by their anti-European and anti-market successors. If that happens, the European Union and the common market will be destroyed. Alternative models for the UK's relationship with the EU after exit will be examined in a second document. A vote to leave the EU would be the start, not the end, of a process. It would begin a period of uncertainty, of unknown length, and an unpredictable outcome. The broad procedural route is set out in Article 50 of the Treaty on European Union, ensuring exit is possible. But beyond procedure, nothing is agreed and nothing has been tested. It is important, as the people of the United Kingdom prepare to make their choice, that the complexities of the steps that would follow a vote to leave are understood. There are three parts to this: (i) The first is the Article 50 process itself. This is the only lawful route for the United Kingdom to leave the EU and it is the one that the UK Government would follow; (ii) The second issue at stake is the nature of the negotiations that would follow an exit vote. The UK would, at the moment Article 50 is triggered, be excluded from EU discussions on the nature of the exit negotiations. These would be settled by the remaining EU Member States.; (iii) A third consideration is the range of issues that would be affected by a vote for exit and which would be subject to negotiation with the rest of the EU during the exit process. Reaching agreement on such a wide range of issues, with a large number of negotiating partners, each of whom would seek to defend their interests, should be expected to be difficult and involve potentially unpalatable trade-offs. Moreover, the implications are not confined to our dealings with Europe. The UK's trading relationship with countries around the world, for instance, is bound up in agreements reached by the EU which would cease to apply to the UK on our departure from the EU. Replacements for these too would have to be negotiated. The process of withdrawing from the EU is untested, and would contain numerous elements, including the outcome of the negotiations, about which there is currently little clarity. It could lead to up to a decade or more of uncertainty.

This perception was based on the well-established idea that voters don't like change or uncertainty. So why did the British public vote to take such a major economic risk? Framing Risky Choices addresses this question by placing the Brexit vote in the bigger picture of EU and Scottish independence referendums. Drawing from extensive interviews and survey data, it asserts that the framing effect – mobilizing voters by encouraging them to think along particular lines – matters, but not every argument is equally effective. Simple, evocative, and emotionally compelling frames that offer negativity are especially effective in changing people's minds. In the Brexit case, the Leave side neutralized the economic risks of Brexit and proposed other risks relating to remaining in the EU, such as losing control of immigration policy and a lack of funding for the National Health Service. These concrete, impassioned arguments struck an immediate and familiar chord with voters. Most intriguingly, the Remain side was silent on these issues, without an emotional case to present. Framing Risky Choices presents a multi-method, comparative, state-of-the-art analysis of how the Brexit campaign contributed to the outcome. Uncovering the core mechanism behind post-truth politics, it shows that the strength of an argument is not its empirical validity but its public appeal.
