The MTS makes it possible for goods from other countries to be delivered to our front door step. It enables the U.S. to project military presence across the globe, creates jobs that support local economies, and provides a source of recreation for all Americans. Fundamentally, the Nation's economic and military security are closely linked to the health and functionality of the MTS. As a Nation, we must do more to protect the MTS. We must prevent terrorist attacks which could destroy critical infrastructure and key assets in the maritime domain, and disrupt the MTS. That is why Maritime Transportation System Security is an essential component to the National Strategy for Maritime Security. Improving security of the MTS while maintaining its functionality will not be an easy task. A complex system, the MTS is geographically diverse and composed of many types of assets, operations, and infrastructure that are operated and influenced by a diverse set of stakeholders, all of which play an important role in the system. In addition, the MTS is an open system which enables many users to use and benefit from it at minimal cost. The complexity and openness of the MTS make it efficient, however these characteristics also present many challenges to those trying to improve system security. By signing National Security Presidential Directive-41/Homeland Security Presidential Directive-13 (NSPD-41/HSPD-13) (Maritime Security Policy, December 21, 2004) President Bush underscored the importance of securing the Maritime Domain, which is defined as "All areas and things of, on, under, relating to, adjacent to, or bordering on a sea, ocean, or other navigable waterway, including all maritime-related activities, infrastructure, people, cargo, and vessels and other conveyances.” NSPD-41/HSPD-13 established a Maritime Security Policy Coordinating Committee—the first coordinating committee tasked specifically to address this issue—to oversee the development of a National Strategy for Maritime Security and eight supporting implementation plans: National Plan to Achieve Maritime Domain Awareness lays the foundation for an effective understanding of anything associated with the Maritime Domain that could impact the security, safety, economy, or environment of the United States and identifying threats as early and as distant from our shores as possible; Global Maritime Intelligence Integration Plan uses existing capabilities to integrate all available intelligence regarding potential threats to U.S. interests in the Maritime Domain; Maritime Operational Threat Response Plan aims for coordinated U.S. Government response to threats against the United States and its interests in the Maritime Domain by establishing roles and responsibilities, which enable the government to respond quickly and decisively; International Outreach and Coordination Strategy provides a framework to coordinate all maritime security initiatives undertaken with foreign governments and international organizations, and solicits international support for enhanced maritime security; Maritime Infrastructure Recovery Plan recommends procedures and standards for the recovery of the maritime infrastructure following attack or similar disruption; Maritime Transportation System Security Plan responds to the President's call for recommendations to improve the national and international regulatory framework regarding the maritime domain; Maritime Commerce Security Plan establishes a comprehensive plan to secure the maritime supply Chain; Domestic Outreach Plan engages non-Federal input to assist with the development and implementation of maritime security policies resulting from NSPD-41/HSPD-13.

The integration of advanced blue technologies could improve operational efficiencies and the Coast Guard's mission performance, as well as MDA. Emerging maritime technologies may contribute to enhanced operational flexibility, improved understanding of the maritime environment, and optimal deployment and use of conventional Coast Guard assets (e.g., cutters, aircraft, small boats, etc.).The Coast Guard performs 11 official statutory missions including search and rescue, aids to navigation, law enforcement, and interdiction of illegal drugs. These missions have direct and significant impacts on commerce, property, and life in the United States. In 2017, the Coast Guard rescued or assisted nearly 12,000 people in response to the aftermath of hurricanes Harvey, Irma, and Maria. The Coast Guard's missions not only support disaster relief, but are also essential to supporting the U.S. economy through its regulation, oversight, and enforcement of the U.S. Maritime Transportation System (MTS). The MTS remains is integral to the country's commerce, carrying 73.5 percent by weight and 46.6 percent by value of U.S. international merchandise. In 2017 as a specific example, the Coast Guard's domestic icebreakers conducted more than 5,300 hours of icebreaking to facilitate the movement of $1.5 billion of cargoes through ice-impeded waters of the Great Lakes and Eastern Seaboard. Maritime Domain Awareness (MDA), which is the effective understanding of the global maritime domain that could impact the security, safety, economy, or environment of the United States, is an important component critical to the Coast Guard's mission performance. As one of the military sea services, the Coast Guard gathers and distributes MDA information to other governmental and non-governmental partner agencies as it conducts each of the 11 official missions within a multi-layered security framework.Congress continues to be interested in the Coast Guard's successful adoption and integration of new and emerging technologies. In the 115TH Congress, versions of the Coast Guard Authorization Act of 2017 introduced in the House (H.R. 2518) and in the Senate (S. 1129) included a section requiring the Coast Guard to enter into an arrangement with the National Academy of Sciences (Academy). This arrangement would allow the Academy to prepare an assessment of existing and emerging unmanned technologies that could be used by the Coast Guard. The assessment will analyze how the use of new and emerging MDA technologies can assist the Coast Guard to carry out its missions at lower costs, expand the scope and range of the Coast Guard's MDA, use its personnel and assets more efficiently, and identify adjustments in any Coast Guard policies, procedures, and protocols to incorporate these new systems and technologies.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.

Many U.S. ports and waterways lack adequate information services, although certain elements of advanced systems are now available in some locations. Barriers to improvements in information systems include the division of responsibilities for waterways management among multiple agencies at all levels of government, a lack of coordination among the federal agencies responsible for waterways management, inadequate budgets for some critical maritime programs, the high costs of some specialized technologies, stakeholder opposition to user fees, limited access to certain key data, the incompatibility of many independently developed systems, and the absence of standards for some attractive technologies. In this report, the second phase of a three-year study by the Committee on Maritime Advanced Information Systems of the National Research Council, a strategy is presented for overcoming the major barriers and deficiencies and providing a minimum level of maritime safety information nationwide. In this phase of the study, the committee concentrated on maritime information systems that promote safety, which is the area of greatest need. The committee did not examine in detail the relationship between navigation safety and maritime transportation efficiency or evaluate information systems that promote efficiency; the committee believes, however, that these issues deserve further attention.
