The assumption is that you have a general office, a composition room, a press room and, perhaps, a stock room and bindery or the necessary Space therefor, and the equip ment of type and fixtures and machinery. The first items are rent, heat and janitor services; the next are valuation expenses, depreciation, interest on investment. Insurance and taxes; fol lowed by salaries oi manager, clerks, postage and telephones, stationery and supplies, interest and discount, organization dues, etc., all of which in due proportion are divided between the different departments, according to their valuation, and the rental Space they occupy. Then there are the Special de partment expenses charged up to each department - and the footings made of the department totals-to which is added the pay roll by departments, the whole representing a month's expenses. The time tickets, from which the pay roll is made up, Show the chargeable hours that can be legitimately placed against a job, and the non-chargeable hours, which go into distribution or cleaning up, etc. The total of the chargeable hours is then divided into the total department figures, giving us the cost of the chargeable hour in each department under consideration. All this explanation may be of no avail to the printer who declines to apply the system to his business. But if he is as sured that tests of the system by hundreds of print shaps, large and small, show a uniform average of the cost of a chargeable hour for composition and for presswork and other departments, he would be foolish, indeed, in not accepting and availing himself of the figures which have been elaborated with so much care. Distribution and hunting for sorts is no part of the charge. Able hour in the composing room; nor is the washing of rollers and cleaning and oiling of machinery a proper charge for hour time on a job of presswork. Definite specifications for everything is the prime essential of good buying. Contract graft of every kind results generally from loosely drawn specifications. This is the commonest agency through which municipal officials and methods are corrupted. The printing industry is approximately four hundred years old, and many of its implements, methods, and practices have remained unchanged during this entire period. It is one of the few industries that has consistently and successfully resisted all efforts toward its systematization. The thoughts of the leading men during the last twenty years have been devoted largely to a propaganda in favor of a highly developed cost system. This industry probably puts a larger percentage of its gross receipts into ascertaining manufacturing costs than any other. In the mind of the average printer, the ascertaining of costs is thought to be fundamental to efficiency and prosperity. As a matter of fact, the keeping of costs is only comparable to book-keeping or accounting. Cost keeping is, at best, only a history of something that has happened, - recorded data. As practiced in the printing industry it has absolutely nothing to do with efficiency or the improvement of methods; it is little more than a memorandum bearing only indirectly upon the cutting down of manufacturing costs. The inevitable result of a highly developed cost system, maintained in the absence of an active crusade for better methods, is that the charges to the public are constantly increased. A recent catalogue contains the titles of more than eight hundred works, embracing appar ently every branch of Typography. The history, the bibliography, the miscellany, the biography, and the theory and practice of Printing, have been fully, if not exhaustively treated. At first sight, it would seem quite unnecessary to add to the number. But there is one noticeable omission. The subject of Prices has hitherto received no proper attention. In earlier days, it was the avowed purpose of the trade to keep prices secret. In our own day, this is the general practice. There are more than six thousand printing offices in the United States; there are at least twice that number of boys now learning the trade, and a still larger number who are practising the trade as journeymen. Probably not one-tenth of these workmen have even superficial information concerning the com monest current prices of the trade. It is a subject that is rarely taught. The boy or man who sets type or works press does not keep the books or take in orders, and has no opportunity to learn prices, even in an indirect way. His chance of learning them in the largest establishment is really less than in the smallest ofiice. He may be taught everything connected with the practice of Printing, but, as the trade is now organized, he will seldom be taught the market value of his own work. Unlike other trades, in Printing the cost of labor is but a fraction of the cost of the work. The rapid and unavoidable depreciation in the value of the type, the expense of fragile or of partially-employed machinery and material, the wages of non-producers like foremen and readers, and other contingencies, are as truly a part of the total cost as that of labor. But they are seldom adequately considered by young employers, who assess a profit on labor only. To this indefinite knowledge concerning the actual cost Of work is often added a greater ignorance concerning the value of the material upon which Printing is done. Paper is made in infinite variety of qualities, and is now sold at all prices from 12 to 75 cents per pound. But the sizes of paper are arbitrary, the descriptive names are sometimes misleading, and the computation of its value for irregular numbers is troublesome, and liable to lead to error.
